Planning and Zoning Commission Minutes
February 15, 2001

Page 7

Ms. Lingafelt said she is just curious to know if there were other
land acquisitions considered in that area. She said it seems to her
that a lot of the green area overlaps and her concern is that there
will be a dead area that will never be able to be accessed. Ms.
Lingafelt said it seems to her that this tower should be located
further south.

Mr. Mannino said if there becomes a demand from the actual user
with NEXTEL, there are some instances where they can go in at a
lower level.

Mr. _]elleme said with the size of the properties that are there, they
were only able to really facilitate the three sites. He said for the
property to be available you have to have FAA approval, a willing
landowner and also the size of the property. He said those are the
three things that drive his process with the Board because they
need to meet certain setbacks and things on that line. He said they
only had three properties in that ring they were really able to work.

The Chair swore in' Mr. Bill Melton.

Mr. Bill Melton, Property Owner, addressed the Board in opposition
to this conditional use application stating his concern is not only
about this tower but the kind of development that a tower is likely
to attract.

The Chair closed the Public Hearing on Conditional Use Application 262(C).

The Chair said to the Board before they move or vote do so only on
what has been presented here tonight,

Mr. Ritchie said there is a definite need for a tower in that area.

The Chair said to the Board in a conditional use we have four
criteria's that we must consider. He said the biggest one that
would apply is number three.

Ms. Lingafelt said in that area there is a need because it is
definitely a dead area. She said her only concern is that pocket
that will not be accessed in the future.
