MINUTES -2- October 10, 1995 <br />4.3 Two staff members from the State Office of Environmental <br />Education, the County Ranger and Dennis participated in a <br />site visit at Jackson Park Elementary School. Jackson Park <br />Elementary School was the recipient of the 1994-1995 Project <br />Tomorrow Grant which is being used to enhance its <br />environmental education program. <br />4.4 The annual speech clinic will be conducted by Cathie Jewett <br />on October 23 in the Learning Center. Starting time is 6:30 <br />P.m. <br />4.5 A Memorandum of Understanding between Kannapolis City Schools <br />and the Cabarrus Soil and Water Conservation District was <br />presented to the Board for approval. <br />MOTION: THAT THE MEMORANDUM OF UNDERSTANDING BETWEEN THE KANNAPOLIS <br />CITY SCHOOLS AND THE CABARRUS SOIL AND WATER CONSERVATION DISTRICT BE <br />ADOPTED. NC AGRICULTURE COST SHARE PROGRAM - Richard Taylor <br />5.1 information/Correspondence <br />District received PY96 allocation of $60,00o for BMP's and <br />$16,547 for technical assistance from Division. <br />The 1995 General Assembly enacted Senate Bill 917 to address <br />the use of cost funds by district Supervisors. Senate <br />Bill 917 amended General Statute 139, Section 4 and 8, of the <br />District Law by setting the two following requirements: <br />The district supervisor does not vote on the <br />application or attempt to influence the outcome <br />of action on the application, and <br />The application is approved by the Soil and Water <br />Conservation Commission. <br />A conference call will be scheduled for the Soil and Water <br />Conservation Commission to expedite approval of any NCACSP <br />contracts for district supervisors the second week in <br />October. Contracts not considered in Oct. may not be <br />reviewed until the November meeting. <br />Copy of News Release included for information. <br />Letter was mailed to Tommy R. Cook on August 18, 1995 to <br />remind Mr. Cook of Board's deadline to correct conditions of <br />cropland to grass fields (NCACSP i3 <br />Follow-up site evaluation was conducted on September 26, <br />1995. <br />Conditions have not been corrected. The Board agreed to send <br />another letter to Tommy Cook stating conditions must be <br />corrected prior to the end of spring seeding dates. <br />
