said the Cabarrus District requested $313,450.00 for drought grant <br />funds and received $18,951.00. The District also asked for $25,000.00 <br />for drought earmark funds and received $5,108.00. The total received <br />was $24,059.00 for the first hatching period. There will be more <br />batching periods in July, September and January. <br />There was a general discussion among the Board and staff <br />regarding the applications and the amount of money allocated to the <br />District as well as other counties. <br />Dennis Testerman and Daniel McClellan attended a drought training <br />session in Carthage, NC. Most people in attendance were county <br />employees. Daniel is working on a letter that will be sent out to <br />applicants to gauge who is still interested in the program since the <br />rules have been finalized. Mr. Testerman also noted applicants for <br />pasture renovations can receive extra points for attending local <br />raining. He said the instructors who conducted the recent soil <br />quality training have offered to come out to counties to conduct <br />training. <br />(4 -C) Strategy Plan and Marketing <br />Dennis Testerman distributed a copy of the annual cost -share <br />strategy plan to the Board. The Board took time to review the <br />strategy plan. <br />There was a general discussion among the Board and staff <br />regarding marketing the District to the public. Mr. Testerman said a <br />meeting could be organized for Monday morning with the County Manager <br />and the Public Information Officer. Mr. Testerman also stated Ralston <br />James, NC Division of Natural Resources Area VIII Coordinator, may be <br />able to attend as well. <br />(4 -D) Budget <br />Ned Hudson said our FY 2009 budget request included money for an <br />intern and temporary help to cover the office when all staff members <br />were not present. He said both of those items have been cut from our <br />budget. Mr. Hudson met with Mike Downs, Deputy County Manager, <br />regarding these issues. Mr. Downs told Mr. Hudson that all temporary <br />workers have been cut from budgets and he assured Mr. Hudson that the <br />County will cover offices when needed. Also, the County only has two <br />intern positions, one in Commerce and one in Human Resources. Mr. <br />Hudson said since we are under the Commerce Department, we would have <br />to consult with Jonathan Marshall, Commerce Director, in order to <br />obtain an intern. There was a general discussion among the Board and <br />Staff regarding covering the office when all staff needs to be away, <br />as well as money appropriated to our budget and the Board's role in <br />approving the budget. <br />(5) New Business <br />
