3OO The Board deferred the appointments to the Library Board of Trustees and to the Jury Commission until after the executive session. UPON MOTION of Vice-Chairman Barnhart, seconded by Commissioner Hamby with Vice-Chairman Barnhart and Commissioners Hamby and Carpenter voting for, the Board appointed Mr. Timothy V. Crtst as the County's representative to the Carolinas Partnership Board. Vice-Chairman Barnhart recessed the meeting until the conclusion of the meeting of the Water and Sewer District Board of Commissioners. Vice-Chairman Barnhart reconvened the meeting of the Board of Commissioners. UPON MOTION of Commissioner Hamby, seconded by Commissioner Carpenter with Commissioners Hamby and Carpenter and Vice-Chairman Barnhart voting for, the Board added to the agenda the "Resolution Calling for an Election of the Creation of and the Levying of a Tax for the Poplar Tent Beautification District in Cabarrus County, North Carolina". UPON MOTION of Commissioner Hamby, seconded by Vice-Chairman Barnhart with Commissioners Hamby and Carpenter and Vice-Chairman Barnhart voting for, the Board adopted the following Resolution. RESOLUTION CALLING FOR AN ELECTION ON THE CREATION OF AND THE LEVYING OF A TAX FOR THE POPLAR TENT BEAUTIFICATION DISTRICT IN CABARRUS COUNTY, NORTH CAROLINA WHEREAS, under the provisions of Chapter 685 of the 1991 Sesston Laws of the General Assembly of North Carolina, the Cabarrus County Board of Commissioners was authorized to call an election in the Poplar Tent Beautification District (as more particularly described in the Act) to submit to the voters in the district the single issue of establishing the Poplar Tent Beautification District and authorizing the annual levy and collection of a special ad valorem tax on all taxable property in the district; BE IT, THEREFORE, RESOLVED that in accordance with Chapter 163 of the General Statutes of North Carolina, the Cabarrus County Board of Commissioners does hereby call upon the Gabarrus County Board of Elections to conduct the election described in this resolution and the Act in the Poplar Tent Beautification District on November 5, 1991. UPON MOTION of Commissioner Hamby, seconded by Commissioner Carpenter with CommissiOners Hamby and Carpenter and Vice-Chairman Barnhart voting for, the Board voted to add to the agenda a Proposal for Professional Services for a boundary survey and topographic survey of the property proposed for exchange with the Cabarrus County Board of Education. Mr. Fletcher L. Hartsell, Jr., County Attorney, reported he had obtained proposals from two firms to survey the two properties proposed for exchange by the County and the Board of Education. This included the property located on Highway 49 across from Central Cabarrus High School and the County property located adjacent to the School Bus Garage. UPON MOTION of Commissioner Hamby, seconded by Vice-Chairman Barnhart with Commissioners Hamby and Carpenter and Vice-Chairman Barnhart voting for, the Board accepted the Proposal in the amount of $3,377.00 for Professional Services from Concord Engineering & Surveying, Inc. for a boundary survey and topographic survey for a tract of land (4.8± acres) located on Highway 49 across from Central Cabarrus High School. In regards to adding items to the agenda, Mr. Hartsell proposed that Board members name those items they wish to add to the agenda. If there are no objections from other Board members, the Board could then proceed with consideration of the additional items. The Board by consensus agreed to this proposal. ~NFORMAL PUBLIC GOHMENTS Mr. John Cahill, Manager of Southeastern Packaging Plant, expressed concern about the emission of chemical fumes by Montgomery Tank Lines and the safety of his employees. He noted that Southeastern is located on property directly adjacent to Montgomery Tank and that the August 17th occurrence was the third time a number of his employees had become nauseous from the smell of the chemicals used by Montgomery Tank Company. Mr. Cahill asked the Board's assistance in resolving this problem.
