3OO <br /> <br />The Board deferred the appointments to the Library Board of Trustees and <br />to the Jury Commission until after the executive session. <br /> UPON MOTION of Vice-Chairman Barnhart, seconded by Commissioner Hamby with <br />Vice-Chairman Barnhart and Commissioners Hamby and Carpenter voting for, the <br />Board appointed Mr. Timothy V. Crtst as the County's representative to the <br />Carolinas Partnership Board. <br /> Vice-Chairman Barnhart recessed the meeting until the conclusion of the <br />meeting of the Water and Sewer District Board of Commissioners. <br /> Vice-Chairman Barnhart reconvened the meeting of the Board of <br />Commissioners. <br /> UPON MOTION of Commissioner Hamby, seconded by Commissioner Carpenter with <br />Commissioners Hamby and Carpenter and Vice-Chairman Barnhart voting for, the <br />Board added to the agenda the "Resolution Calling for an Election of the <br />Creation of and the Levying of a Tax for the Poplar Tent Beautification District <br />in Cabarrus County, North Carolina". <br /> UPON MOTION of Commissioner Hamby, seconded by Vice-Chairman Barnhart with <br />Commissioners Hamby and Carpenter and Vice-Chairman Barnhart voting for, the <br />Board adopted the following Resolution. <br /> <br />RESOLUTION CALLING FOR AN ELECTION ON THE CREATION OF AND <br />THE LEVYING OF A TAX FOR THE POPLAR TENT BEAUTIFICATION DISTRICT <br /> IN CABARRUS COUNTY, NORTH CAROLINA <br /> <br /> WHEREAS, under the provisions of Chapter 685 of the 1991 <br />Sesston Laws of the General Assembly of North Carolina, the Cabarrus <br />County Board of Commissioners was authorized to call an election in <br />the Poplar Tent Beautification District (as more particularly <br />described in the Act) to submit to the voters in the district the <br />single issue of establishing the Poplar Tent Beautification District <br />and authorizing the annual levy and collection of a special ad <br />valorem tax on all taxable property in the district; <br /> <br /> BE IT, THEREFORE, RESOLVED that in accordance with Chapter 163 <br />of the General Statutes of North Carolina, the Cabarrus County Board <br />of Commissioners does hereby call upon the Gabarrus County Board of <br />Elections to conduct the election described in this resolution and <br />the Act in the Poplar Tent Beautification District on November 5, <br />1991. <br /> <br /> UPON MOTION of Commissioner Hamby, seconded by Commissioner Carpenter with <br />CommissiOners Hamby and Carpenter and Vice-Chairman Barnhart voting for, the <br />Board voted to add to the agenda a Proposal for Professional Services for a <br />boundary survey and topographic survey of the property proposed for exchange <br />with the Cabarrus County Board of Education. <br /> Mr. Fletcher L. Hartsell, Jr., County Attorney, reported he had obtained <br />proposals from two firms to survey the two properties proposed for exchange by <br />the County and the Board of Education. This included the property located on <br />Highway 49 across from Central Cabarrus High School and the County property <br />located adjacent to the School Bus Garage. <br /> UPON MOTION of Commissioner Hamby, seconded by Vice-Chairman Barnhart with <br />Commissioners Hamby and Carpenter and Vice-Chairman Barnhart voting for, the <br />Board accepted the Proposal in the amount of $3,377.00 for Professional Services <br />from Concord Engineering & Surveying, Inc. for a boundary survey and topographic <br />survey for a tract of land (4.8± acres) located on Highway 49 across from <br />Central Cabarrus High School. <br /> In regards to adding items to the agenda, Mr. Hartsell proposed that Board <br />members name those items they wish to add to the agenda. If there are no <br />objections from other Board members, the Board could then proceed with <br />consideration of the additional items. The Board by consensus agreed to this <br />proposal. <br /> <br />~NFORMAL PUBLIC GOHMENTS <br /> <br /> Mr. John Cahill, Manager of Southeastern Packaging Plant, expressed <br />concern about the emission of chemical fumes by Montgomery Tank Lines and the <br />safety of his employees. He noted that Southeastern is located on property <br />directly adjacent to Montgomery Tank and that the August 17th occurrence was the <br />third time a number of his employees had become nauseous from the smell of the <br />chemicals used by Montgomery Tank Company. Mr. Cahill asked the Board's <br />assistance in resolving this problem. <br /> <br /> <br />
