369 <br /> <br /> IN TESTIMONY WHEREOF, each of the parties have caused this <br />agreement to be duly adopted and executed by its authorized officers <br />on the day and year first above written. <br /> <br />ATTEST: <br /> <br />CABARRUS COUNTY <br />BY: <br /> <br />Chairman, Board of <br />County Commissioners <br /> <br />Clerk <br /> <br />ATTEST: <br /> <br />CITY OF CONCORD <br />By: <br /> <br />Mayor, City of Concord <br /> <br />Clerk <br /> <br /> UPON MOTION of Commissioner Carpenter, seconded by Commissioner Barnhart <br />and unanimously carried, the Board authorized the Chairman to sign the following <br />Resolution which is to be sent to the appropriate parties. <br /> <br />A RESOLUTION IN SUPPORT OF THE <br />OPEN-HEART SURGERY PROGRAM <br /> AT CABARRUS MEMORIAL HOSPITAL <br /> <br />WHEREAS, <br /> <br />the Cabarrus Memorial Hospital (CMH) has developed plans <br />for several major service expansions to better meet the <br />needs of patients in Cabarrus County who have heart <br />and/or cardiovascular problems; and <br /> <br />WHEREAS, <br /> <br />CMH opened its cardiac catheterization service in <br />October 1989 and a comprehensive Cardiac Rehabilitation <br />Program at the CMH Medical Mall in Kannapolis in <br />September, 1990; and <br /> <br />WHEREAS, <br /> <br />CMHhas planned the development of an Open-Heart Surgery <br />Program as its next phase for the cardiology service <br />expansion; and <br /> <br />WHEREAS, <br /> <br />an Open-Heart Surgery Program at CMH would be most <br />beneficial to the citizens of Cabarrus County, <br />specifically our rapidly growing aging population; and <br /> <br />WHEREAS, <br /> <br />WHEREAS, <br /> <br />the Open-Heart Surgery Program at CMH would provide <br />County residents with convenient access to the many <br />advances in cardiac surgery and angioplasty technology <br />without traveling to Charlotte and Durham; and <br /> <br />the development of the Open-Heart Surgery Program would <br />bring many highly qualified physicians to our area and <br />offer the most modern medical services to our citizens. <br /> <br />NOW, THEREFORE, BE IT RESOLVED that the Cabarrus County Board of <br />Commissioners doeshereby endorse and support the plans by Cabarrus <br />Memorial Hospital (CMH) for its proposed Open-Heart Surgery Program <br />and respectfully requests approval of its program application from <br />the Certificate of Need Section of the North Carolina Division of <br />Facilities. <br /> <br />This the 18th day of November, 1991. <br /> <br /> /s/ Billy J.
