<br />attached hereto as Exhibit A for a 0.677 acre tract of land owned by the County
<br />described in a Deed, a copy of which is attached hereto as Exhibit B (the
<br />"Exchange"); and
<br /> WHEREAS, the County may exchange real property belonging to the County for
<br />other real property by private negotiation if the County receives full and fair
<br />consideration in exchange; and
<br /> WHEREAS, Cabarrus has determined that the Exchange is appropriate, and has
<br />advertised its intention to consider a resolution authorizing the Exchange for
<br />ten (10) days; and
<br /> WHEREAS, no one has objected to the Exchange in advance of the regular
<br />meeting of the Board of Commissioners scheduled for 6:30 P.M. on December 16,
<br />1991.
<br /> NOW, THEREFORE, upon receipt from the Musgroves of the Deed for the
<br />property descried in Exhibit A and their payment of the advertising cost
<br />relating to the consideration of this Resolution, the Cabarrus County Board of
<br />Commissioners hereby resolves to transfer the real property described in Exhibit
<br />B to the Musgroves in exchange therefor, and hereby authorizes the Chairman to
<br />execute the Deed described in Exhibit B to the Musgroves therefor.

<br /> Lying and being in No. 3 Township, Cabarrus County, North Carolina, east
<br />of SR 1619 (Rankin Road), adjoining Cabarrus County and Musgrove, and more
<br />particularly described as follows:

<br /> BEGINNING at an existing iron stake, old corner of Musgrove and Cabarrus
<br />County in the line of Ronnie B. Nazier (Deed Book 773, Page 358); thence with
<br />the old dividing line of Musgrove and Cabarrus County, S. 03-11-06 E., 124.89
<br />feet to a new iron stake; thence a new line through Musgrove, N. 22-36-00 W.,
<br />142.07 feet to a new iron stake, a new corner of Musgrove and Cabarrus County;

<br />129.87 feet to a new iron stake in the line; thence with the old dividing line
<br />between Musgrove and Cabarrus County, S. 22-36-00 E. 136.69 feet to an old
<br />corner of Musgrove and Cabarrus County; thence a new line S. 85-52-24 W., 45.45
<br />feet to the BEGINNING, containing 0.0677 acres, more or less.

<br /> Mr. James F. Cook, Jr., Social Services Director, requested authorization
<br />to use new State and Federal funding to establish three additional positions to
<br />provide protective services for abused and neglected children. He noted that
<br />an increase in child abuse and neglect complaints had created an overload in
<br />cases for current staff providing investigation and treatment services.
<br /> UPON MOTION of Commissioner Payne, seconded by Commissioner Barnhart with
<br />Commissioners Payne, Barnhart and Hamby and Chairman Carpenter voting for, the
<br />Board adopted the following Social Services budget amendment which authorized
<br />three additional social work positions to provide protective services for abused
<br />and neglected children.
