<br /> Mr. Paul Watson of HDR Engineering, Inc., reviewed the estimated cash flow
<br />schedule for Coddle Creek Reservoir and related projects which are scheduled for
<br />completion in Fiscal Year 1992-1993. He estimated the construction cost at $17
<br />million and a total project cost, including the acquisition of land and related
<br />costs, at approximately $24 to $25 million. County Attorney Hartsell reported
<br />that an additional $1 million to $1.5 million is needed to complete land
<br />purchases for the project.
<br /> Mr. Aubrey Attkisson, Emergency Medical Services (EMS) Director, reviewed
<br />the following bids received on December 11, 1991 for construction of the
<br />Ambulance Garage and recommended the acceptance of the low bid.

<br />Stating the cost for the house, garage and paving would total approximately
<br />$140,252.00, Mr. Attkisson requested that the $30,000.00 currently included in
<br />the EMS budget for consultants be used for miscellaneous expenses such as water
<br />and sewer connections, furniture, landscaping, etc.
<br /> UPON MOTION of Commissioner Barnhart, seconded by Commissioner Payne with
<br />Commissioners Barnhart, Payne and Hamby and Chairman Carpenter voting for, the
<br />Board awarded the bid for construction of the Ambulance Garage to the low
<br />bidder, Barrier Building Systems, Inc., in the amount of $38,997.00.
<br /> At 7:00 P.M., Chairman Carpenter stated that this was the date and time
<br />for a public hearing on proposed Zoning Atlas Amendments, the Midland Small Area
<br />Plan, and an Amendment to the "Ordinance for Issuing Permits and Prescribing
<br />Fees for Permits and Inspections for Cabarrus County."
<br /> Mr. Dennis Shultz, Vice-Chairman of the Cabarrus County Planning and
<br />Zoning Commission, presented the proposed amendments as recommended by the
<br />Commission. Mr. Jonathan Marshall, Planner, presented the staff findings for
<br />each amendment.
