<br />day pickup. Staff at the nutrition sites will be responsible for washing the
<br />food pans which will be held until the next day for pickup.

<br /> UPON MOTION of Commissioner Payne, seconded by Chairman Carpenter with
<br />Commissioners Payne and Casper and Chairman Carpenter voting for, the Board
<br />awarded the contract for the congregate nutrition program food service for 1993-
<br />94 to Servicemaster Education Food Management at a negotiated price of $2.108 per
<br />meal for approximately 54,000 meals during the year.
<br />
<br />Request for Ordinance to Require Mowing of Vacant Lots/Yards in Cabarrus County
<br />Mr, Ray Flowers & Ms. Nancy Clark
<br />
<br /> Mr. Ray Flowers, developer of the Middleton Subdivision in Harrisburg,
<br />presented a petition which he stated contained 108 signatures from residents of
<br />the subdivision requesting that the Board "consider an addition to the existing
<br />Subdivision Regulations which would encompass the necessity for owners of
<br />undeveloped lots to mow and clean properties in order to: (1) Enhance the
<br />attractiveness of the area as a whole, and most importantly, to (2) Eliminate the
<br />undesirable habitation of rats, snakes, etc. which are a current problem from
<br />overgrown unattended lots in Middleton."
<br />
<br /> Ms. Nancy Clark, resident of the Tay-Mor Subdivision, complained that an
<br />overgrown lot in that subdivision was an eyesore and created such health problems
<br />as ticks, mosquitoes, rats, and snakes. She asked that owners be required to mow
<br />vacant lots two or three times per year.
<br />
<br /> Mr. Hartsell and Mr. Gerald Newton, Director of Planning, Zoning and
<br />Building Inspections, explained the difficulties in enacting such an ordinance
<br />for the rural areas of the county as compared with those areas located within
<br />a municipality. After discussion, the Board by consensus directed Mr. Hartsell
<br />and Mr. Newton to proceed with review of possible regulations and to bring back
<br />recommendations to the Board. It was also noted that other possible avenues
<br />could include the creation of an appearance commission or, in the case involving
<br />the Tay-Mor Subdivision, work through the Poplar Tent Beautification District
<br />Committee.

<br />Presentation of Certificates of Safety Achievement to Cabarrus County, Department
<br />of Social Services, and Parks and Recreation Department - Mr. Harry E. Payne,
<br />Jr,, Commissioner of Labor

<br /> Mr. Payne presented the following Certificates of Safety Achievement:
<br />Cabarrus County, First Year Mr. Ben Mabrey, Director of Emergency Management
<br />and County Safety Officer; Department of Social Services, Second Consecutive Year
<br />- Mr. James F. Cook, Jr., Director; and Parks and'Recreation Department, Second
<br />Consecutive Year - Mr. Steve Little, Director. In making the presentations, Mr.
<br />Payne stated that there are 186,000 work places in North Carolina with only 1,528
<br />safety awards presented throughout the State. Mr. Payne commended the County on
<br />the emphasis placed on the awards and commented on the need for continued
<br />training and equipment to ensure work place safety.

<br />Presentation by the Homeless Task Force
<br />
<br /> Ms. Anne Hodges, member of the Implementation Committee of the Homeless
<br />Task Force, requested funding assistance in the salary and administrative support
<br />for a Homeless Prevention Worker. She explained that the basic function of this.
<br />position would be to provide homeless persons and families with a quality case~
<br />management process and to coordinate, link and network services of various
<br />agencies. The budget request allocated by population was as follows:
