He explained that the four-year <br />revaluation cycle will reduce the impact of the dramatic increase which occurs <br />over eight years. In addition, the four-year cycle will place Cabarrus County <br />and Rowan County on the same revaluation schedule and alleviate problems in the <br />City of Kannapolis. Mr. Rowland asked the Board to set a date and time for a <br />public hearing regarding the proposed Schedules. <br /> <br /> UPON MOTION of Chairman Barnhart, seconded by Commissioner Fennel and <br />unanimously carried, the Board set a public hearing at 5:00 P.M. on Tuesday, July <br />5, 1994, for the purpose of considering the proposed Schedules of Values, <br />Standards, and Rules for the 1995 Revaluation as submitted by Mr. Terry Rowland. <br /> <br /> Commissioner Casper reported that local newspapers are not delivered in the <br />northeast section of Cabarrus County. Therefore, she asked that steps be taken, <br />such as sending notices to churches and/or fire departments, to advise the <br />residents of that area of the revaluation. Mr. Rowland will provide brochures <br />to Commissioner Casper to be distributed to residents of the northeast section <br />of the county. <br /> <br />Designation of Voting Delegate for the 1994 Annual Conference of the North <br />Carolina Association of County Commissioners <br /> <br /> UPON MOTION of Commissioner Fennel, seconded by Commissioner Casper and <br />unanimously carried, the Board designated Chairman Barnhart as the voting <br />delegate for Cabarrus County to the 1994 Annual Conference of the North Carolina <br />Association of County Commissioners. Also, the Board named Commissioner <br />Carpenter as the alternate voting delegate to the conference. <br /> <br />Budget Amendment - Board of Commissioners (Legal Fees) <br /> <br /> UPON MOTION of Chairman Barnhart, seconded by Commissioner Fennel and <br />unanimously carried, the Board approved the following budget amendment. <br /> <br /> <br />
