A majority of the work will be prepared in-house utilizing the resources/manpower from the departments of Parks/Recreation, Planning/Zoning/Building Inspection, Geographic Information Systems, and Land Records. A professional consultant group will be used to provide two elements of the planning process: (1) graphic drawing of the final rendered master plan; and (2) estimates of probable park costs. A consulting firm, Woolpert, has estimated this cost at $7,500.00. UPON MOTION of Commissioner Fennel, seconded by Commissioner Niblock and unanimously carried, the Board approved the revised proposal for the Lake Concord Park Master Plan with a majority of the work to be prepared in-house and a consultant to provide a graphic drawing of the final rendered master plan as well as probable cost estimates at an estimated cost of $7,500.00. Chairman Barnhart asked that other engineering firms be allowed to bid on the work for the Lake Concord Park Master Plan. Proposal and Budget Amendment for Limited Fishing at Lake Concord Mr. Little reviewed the proposal for limited boat fishing at the Lake Concord facilities. Cabarrus County will provide three general rental fishing boats and necessary equipment at a projected cost of $3,800.00. These boats will be rented for $50.00 per boat for a full day and $25.00 per boat for one-half day. Proposed annual dates are from April 1 through October 31 with the following hours: Full Day - 7:00 A.M. until sunset for the full day (Sunday hours are 1:00 P.M. until sunset); Half Day - 7:00 A,M. until 12:00 Noon and 12:00 noon to sunset. The Bakers Creek Park staff will coordinate the permitting and collection of fees for boat rentals. The Sheriff's Department will coordinate the monitoring and supervision of the actual fishing boats at Lake Concord and enforce the current State limits for Fishing Creel limits. UPON MOTION of Commissioner Fennel, seconded by Chairman Barnhart and unanimously carried, the Board adopted the proposal as presented by Mr. Little for limited boat fishing at the Lake Concord facilities with the half day hours changed to 7:00 A.M. to 1:00 P.M. and 1:00 P.M. to sunset. The full day hours will be 7:00 A.M. until sunset (Sunday hours are 1:00 P.M. until sunset).
