<br />Ratify Cabarrus County School Board Purchase of Rocky River Property

<br /> UPON MOTION of Commissioner Niblock, seconded by Commissioner Fennel and
<br />unanimously carried, the Board approved the purchase by the Cabarrus County
<br />School Board of Lots 3 and 4 of Resubdivision of Mrs. T. J. White land as platted
<br />in Map Book 26, page 78 and Lots A & B at 5300 Rocky River Road as platted in Map
<br />Book 17, Page 2, for the Rocky River Elementary School. The purchase price for
<br />Lots 3 and 4 is $37,650.00 and the purchase price for Lots A and B is $36,500.00.
<br />
<br /> The acquisition of these lots will save over $200,000.00 in grading costs
<br />when construction of a new school is begun.

<br />Presentation of Draft KANLACON Urban Area Transportation Plan - Sarah LaBelle
<br />
<br /> Ms. Sarah W. LaBelle, Transportation Planner, presented the draft KANLACON
<br />Urban Area Transportation Plan. The three-year comprehensive study of the road
<br />system included an inventory of area houses and businesses to forecast future
<br />road needs and potential improvement projects. According to Ms. LaBelle, many
<br />of the projects have been carried over from the previous plan, including the
<br />northern and southern portions of the Westside Bypass and improvements to Poplar
<br />Tent Road and NC 73. Local input is now being received, and the Plan will be
<br />presented for formal approval by the Board in September.
<br />
<br />Bid Award - CDBG Fishertown and Grey Bark Communities
<br />
<br /> Mr. Bob Stark, Consultant, reviewed the following bids received on August
<br />3, 1995 for the construction of the Community Development Block Grant (CDBG)
<br />project for the Fishertown and Grey Bark communities. Division "A" included the
<br />construction of a water line in the Grey Bark community and Division "B"
<br />consisted of the construction of a sanitary sewer collection system in the
<br />Fishertown Community.

<br />Mr. Stark recommended that the bid be awarded to Dellinger of Monroe, NC at a
<br />revised bid of $216,430.50 instead of the original low bid of $329,430.50. He
<br />explained that the original bid included an area larger than the CDBG target area
<br />and was over the project budget. After deducting the additional line work, the
<br />total project cost was reduced by $113,000.00 and brought within the approved
<br />grant (CDBG 94-C-8357).
