355 WTS Development approved under this administrative process shall not of itself be considered as Development that would initiate the Buffer and Screening Requirement as required by Chapter 9. Ail Accessory Equipment Structures, however, shall meet the Accessory Structure requirements of the district in which located. Board of Adiustment Review 1. Demonstration of Need: The applicant shall provide a diagram showing the cell site configuration illustrating the coverage area of the proposed wireless telecommunication tower and/or antenna. This diagram shall demonstrate the frequency re-use and spacing needs of the wireless system in order to provide adequate coverage and capacity to areas that cannot be adequately served by other locations. 2. WTS Format Preference: The regulation of Wireless Telecommunications Services facilities is intended to provide for the appropriate location, development and installation of telecommunications Towers and Antenna .within the jurisdiction. The provisions of this Ordinance are intended to protect the health, safety and aesthetic concerns of the jurisdiction by minimizing the adverse visual effects of Towers and Antenna through careful design, siting and screening; by avoiding potential damage from Tower failure to adjacent properties through structural standards and setback requirements; and by maximizing the use of existing Towers, Structures or Buildings to accommodate new telecommunications Antenna in the jurisdiction. Therefore, as a matter of public policy it is hereby established that the Board of Adjustment in its Review/Approval authority of WTS Development shall give preference to WTS Development in the following order of.preference: Stealth Antenna Antenna located on existing WTS facilities Antenna attached to or mounted on an existing Building or Structure. (Single or Co-Location provider) Free-Standing WTS Development designed and constructed with Co-Location capability. Free-Standing WTS Development designed and constructed for single-provider use. The applicant for Board of Adjustment review of WTS Development shall provide the Board of Adjustment with documentation giving the reasons why in the opinion of the applicant it is not feasible or reasonable to require the applicant to comply with WTS Development of a higher order of preference as set forth in this Section. The Board of Adjustment in its review process shall not approve a WTS Development application for a lower format preference unless in the opinion of the Board of Adjustment it is not reasonable to expect the applicant to meet a higher order of preference. In its review process the Board of Adjustment may require the applicant to furnish the Board of Adjustment with additional documentation that the Board believes is necessary in order to form its opinion on the matter. WTS Antenna located on an existing Utility Pole, transmission tower, water tank or similar utility structure which serves a different purpose and the WTS Antenna does not increase the total height by more than twenty (20) feet.
