628 the county citing no previous problems with providing services on Edgefield Road and indicating there should be no. problem in providing services on well- maintained gravel roads: (1) Mr. Robert Kluttz, Transportation Director with Cabarrus County Schools; (2) Mr. Bob Brooks, Transportation Coordinator for Bethel Elementary; (3) Mr. Kelly Whitley, Fire Chief of Georgeville Volunteer Fire Department (4) Mr. Brian Blackwelder, First Responder Chief of Georgeville Volunteer Fire Department; (5) Mr. Ron Harwood, Director, Cabarrus County EMS; (6) Mr. Gerald F. Dembroskt, Federal Express driver. Mr. Barnard also reported that Mr. Spencer Thompson, Concord Postmaster, had verbally advised him that the Postal Service has never had any problems with Edgefield Road. In conclusion, Mr. Barnard stated a majority of the property owners oppose the paving of Edgefield Road with those opposed to the paving having 3.6 times the road frontage of those in favor of the paving. Mr. C. W. Eddleman, resident of 7275 Edgefield Road for 22 years, spoke in opposition to the paving of the Edgefield Road. Mr. Jeff Schulz of 7100 Edgefield Road cited the following objections to the paving of Edgefield Road: (1) increased traffic; (2) safety of his family; and (3) construction of drainage ditches would cause more water to flow onto his property. Ms. Rozalyn Abernathy of 7198 Edgefield Road opposed the paving of the road. Mr. Paul Hallman, resident of 7423 Edgefield Road for 23 years, supported the paving of Edgefield Road and cited the following reasons for paving: (1) Health concerns regarding the dust, i.e. his wife has lung cancer and can no longer go outside; (2) Currently there is no place for garbage trucks and school buses to turn around; (3) An average of 60 to 70 vehicles pass his home each day traveling 30-35 miles per hour. He stated the issue has caused a rift in the community and called upon the Board to stand by an earlier decision to pave the road. Mr. Hallman commented on correspondence by Mr. George Barnard to Mr. J. A. Hough, District Engineer, and disagreed with Mr. Barnard that persons owning the most property on Edgefield should have greater input on whether or not the road is paved. Mr. Larry Coley of 7126 Edgefield Road spoke in favor of paving Edgefield Road. He listed the following reasons in support of paving: (1) Improved access for emergency and fire vehicles; (2) Increased patrol by deputies; (3) Over half of the population is over 50 years of age, thus increasing the need for medical services; (4) Safety concerns, including increased stopping distance on gravel and limited visibility due to trees growing in the right- of-way; and (5) Problems associated with dust. Mr. Coley explained his wife is legally disabled and questioned compliance with the American Disabilities Act as he stated the failure to pave Edgefield Road would limit her access and ability to move. The Board received letters from Juanita Coley (7126 Edgefield Road) and Darby and Cindy Hallman (7367 Edgefield Road) in support of paving Edgefield Road. There was no one else present~ to address the Board, and Vice-Chairman Carpenter closed the public hearing at 7:35 p.m. Stating more people do not want the road paved and there are more road frontage property owners who are opposed to the paving, Commissioner Barnhart moved to request the State to see if they can use the $130,000.00 in other places where there is a consensus of residents who do want the road paved. Further, he asked the residents of Edgefield Road to work out their problems no matter what the decision of the Board. Commissioner Mills advised that Chairman Casper had asked that the Board defer action on the issue of Edgefield Road until the meeting on June 22rd at which time she can be present for the vote.
