629 <br /> <br />THE INDEPENDENT TRIBUNE and THE CHARLOTTE OBSERVER (Cabarrus Neighbors) on May <br />24 and June 4, 1998. <br /> <br /> Mr. Clifton stated the Board would not take action concerning the adoption <br />of the budget until June 22. <br /> <br /> Mr. Sherrill Laney of 6177 Miller Road, Kannapolis, discussed the County's <br />budget process. He questioned the availability of $75.7 million that County <br />Commission candidates Coy Privette and Arne Fennel have alleged is available <br />to meet school needs for the next five years. He stated in his opinion the <br />money, if available, would have been included in the proposed budget for a new <br />high school. Mr. Laney recommended that the Board invite Mr. Privette and Mr. <br />Fennel to the next meeting to explain the whereabouts of the money that is <br />supposedly on hand for school construction. <br /> <br /> Mr. Gary Hahn, member of the Cabarrus County Board of Education, addressed <br />the critical need for a new high school in the county by July 2001. He <br />requested the Board's assistance in funding the new school, stating multi- <br />track scheduling and split shifts will be necessary without the new school. <br /> <br /> Ms. Rebecca Moffitt, Assistant Director of Cabarrus Victims Assistance <br />Network (CVAN) Women's Program, addressed the needs of abused women and their <br />children due to domestic violence in Cabarrus County. She requested the Board <br />to reconsider a previous decision to phase out funding for non-profits and <br />asked for $13,000.00 for CVAN for FY 1998-99. <br /> <br /> Mr. Mark Murphy, resident of 530 Hermitage Drive, Concord, and parent of <br />three school age children, requested additional funding for schools. He <br />addressed the benefits of a positive school environment and stated his support <br />for a tax increase, if necessary, to fund the schools. <br /> <br /> Ms. Lisa Bundrick of 1925 Stonewyck Avenue, Kannapolis, stated that multi- <br />track scheduling should be the last choice to meet educational needs. She <br />stated it was the consensus of the public that the money is present for the <br />schools but is not being managed properly. <br /> <br /> Ms. Lori Ruff, resident of 1837 Middlebury Court, Kannapolis, addressed <br />the crowded conditions at Northwest Middle School and urged officials to look <br />at all options for the schools, including multi-track scheduling. <br /> <br /> Ms. Dru Robson, resident of 5711 Monticello Drive, Concord, spoke in <br />support of funding for the schools. She opposed multi-track scheduling and <br />split shifts, stating such action will cause property values to decrease and <br />hinder the County's efforts to attract new businesses to the area. She <br />supported Commissioner Niblock's proposal to increase property taxes by three <br />cents to provide funding for a new high school. <br /> <br /> Mr. William W. Morgan, resident of 1147 Sundance Drive, Harrisburg, and <br />parent of students at Odell Elementary and Northwest Middle School, opposed <br />multi-track scheduling. He stated it would create problems with home life, <br />thus causing persons to become dissatisfied with the schools and move from the <br />county. Also, he asked the Board to make the schools the number one priority <br />in the county. <br /> <br /> Mr. Ed Burns, resident of 4222 Mackenzie Court, Harrisburg, addressed the <br />school facility needs. He commented on the misinformation during the February <br />sales tax/land transfer tax referendums and stated persons were voting against <br />government waste, not against the schools. Mr. Burns expressed his <br />willingness to pay more money for the schools, stating that all children <br />deserve a normal school life whether they attend a private school or public <br />school. <br /> <br /> Mr. Randy Foster, resident of 1542 Wheaton Way, Concord, addressed the <br />urgent need for a new high school. Stating that multi-track scheduling and <br />capping are not the answers, he supported a three cents tax increase to fund a <br />new high school. <br /> <br /> There was no one else to address the Board and Vice-Chairman Carpenter <br />closed the public hearing at 8:10 p.m. <br /> <br />Mt.
