June 15, 2004 Page 512 <br /> <br />Services Agreement for FY 2004/05 with Kannapolis/Concord Bus System (Rider), <br />subject to review and revision by the County Attorney, and authorized the <br />County Manager to execute the contract on behalf of the County. <br /> <br />(F-17) Consent A~reement between Cabarrus County and Pr{mestar Development <br />for the Landon Subdivision <br /> <br /> Primestar Development is developing Landon Subdivision consisting of <br />109 lots on approximately 21.1 acres in Township 1 off NC Hwy 49. The <br />developer has agreed to donate $1,008.00 per lot to advance the adequacy of <br />public schools. The Harrisburg Planning and Zoning Commission approved the <br />subdivision on May 17, subject to Primestar Development entering into a <br />Consent Agreement with Cabarrus County to meet the Adequate Public Facilities <br />Ordinance requirements for school facilities. <br /> <br /> UPON MOTION of Commissioner Privette, seconded by Commissioner <br />Carpenter and unanimously carried, the Board approved the Consent Agreement <br />between Cabarrus County and Primestar Development for the Landon Subdivision, <br />including the payment of $1,008.00 per single family lot to advance school <br />adequacy with payment to be made at the issuance of building permitting. <br />Further, the Board authorized the County Manager to execute the Consent <br />Agreement on behalf of Cabarrus County. <br /> <br />(F-18) Consent A~reement between Cabarrus County and Rhein Interest of <br />Charlotte, LLC, for the Cannon Crossin~ Subdivision <br /> <br /> Rhein Interest of Charlotte, LLC is developing Cannon Crossing <br />Subdivision consisting of 207 lots (3 phases) on approximately 113.27 acres <br />in Township 3 off Poplar Tent and Harris Road intersection. The developer has <br />agreed to donate $1,008.00 per lot to advance the adequacy of public schools. <br />The County Planning and Zoning Commission approved the subdivision on May 20, <br />subject to Rhein Interest of Charlotte, LLC entering into a Consent Agreement <br />with Cabarrus County to meet the Adequate Public Facilities Ordinance <br />requirements. <br /> <br /> UPON MOTION of Commissioner Privette, seconded by Commissioner <br />Carpenter and unanimously carried, the Board approved the Consent Agreement <br />between Cabarrus County and Rhein Interest of Charlotte, LLC for the Cannon <br />Crossing Subdivision, including the payment of $1,008.00 per single family <br />lot to advance school adequacy with payment to be made at the issuance of <br />building permitting. Further, the Board authorized the County Manager to <br />execute the Consent Agreement on behalf of Cabarrus County. <br /> <br />(F-19) Submission of Jobs Pro,ram Grant Application by Department of Social <br />Services for Workforce Investment Act Funds <br /> <br /> Subject to approval by the Board, the Department of Social Services has <br />requested funding from the Centralina Workforce Development Board to operate <br />a program to work with displaced workers and prospective employers to place <br />displaced workers in jobs providing on-the-job training. The Workforce <br />Investment Act funds would be used to supplement employer wages as an <br />incentive to hire and train displaced workers as well as employ a Project <br />Social Worker to coordinate and provide services. No county matching funds <br />are required. <br /> <br /> UPON MOTION of Commissioner Privette, seconded by Commissioner <br />Carpenter and unanimously carried, the Board approved submission of a grant <br />request by the Department of Social Services to Centralina Workforce <br />Development Board for Workforce Investment Act (WIA) grant funds totaling <br />$104,810.00. <br /> <br />(F-20) Resolution Ur~in~ Stronger Penalties for Offenders that Sell and <br />Manufacturer Methamphetamine in North Carolina <br /> <br /> UPON MOTION of Commissioner Privette, seconded by Commissioner <br />Carpenter and unanimously carried, the Board adopted the following resolution <br />urging stronger penalties for offenders that sell and manufacture <br />methamphetamine in North Carolina: <br /> <br /> Resolution No. 2004-23 <br /> RESOLUTION <br />URGING STRONGER PENALTIES FOR OFFENDERS THAT SELL AND MANUFACTURE <br /> METHAMPHETA34INE IN NORTH CAROLINA <br /> <br /> WHEREAS, the use, sale and manufacture of methamphetamine is becoming <br />more evident in North Carolina; and <br /> <br /> <br />
