June 15, 2004 Page 513 <br /> <br /> WHEREAS, the operation of manufacturing methamphetamine poses extreme <br />danger, not only to children who may inhabit the premises, but to law <br />enforcement officers and firemen who may be called to the scene; and <br /> <br /> WHEREAS, the availability of methamphetamine drugs needs to be <br />completely eradicated through all means possible. <br /> <br /> THEREFORE, BE IT RESOLVED that the Cabarrus County Board of <br />Commissioners urge the North Carolina Legislature to adopt laws that impose <br />stronger penalties for offenders who operate clandestine methamphetamine <br />labs, and for the sale and/or offer for sale of methamphetamine. <br /> <br /> BE IT FURTHER RESOLVED that adequate state and federal funding for law <br />enforcement agencies be a top priority in the Legislature and that fire <br />departments have availability to grants and other sources in order to <br />maintain necessary equipment for dealing with the dangers posed by dealing <br />with methamphetamine labs. <br /> <br />Duly adopted this 15tn day of June 2004. <br /> <br />Attest: <br />/s/ Frankie F. Freeman, Chairman <br />Board of Commissioners <br /> <br />(F-21) Selection of Leak-Goforth as the Consultant for the Economic Recover~ <br /> <br />Grant Pro~ect <br /> <br /> Cabarrus County received a $180,000.00 Economic Recovery Grant earlier <br />in the year. An advisory committee has recommended the selection of Leak- <br />Goforth to carry out the economic recovery study that would include the study <br />of the reuse of the Pillowtex sites and re-engineering of the local economy <br />to put the unemployed back to work. <br /> <br /> UPON MOTION of Commissioner Privette, seconded by Commissioner <br />Carpenter and unanimously carried, the Board approved the selection of Leak- <br />Goforth as consultant for the economic recovery study and approved a <br />$170,000.00 contract to be reviewed by County Attorney prior to execution. <br /> <br />(F-22) Amendment to the Catering Contract with Compass Group USA (Eurest) <br />for the Arena and Events Center <br /> <br /> The Arena's catering vendor, Compass Group USA (Eurest), has agreed to <br />reduce its annual management fee from $100,000.00 to $30,000.00. In exchange, <br />the County must pay the un-depreciated balance of $365,012.13 as of July 1, <br />2004 on Eurest's equipment investment at the time of inception. This new <br />agreement will result in an annual operational savings to the Arena of <br />$114,300.00. <br /> <br /> UPON MOTION of Commissioner Privette, seconded by Commissioner <br />Carpenter and unanimously carried, the Board approved the "Amendment to Food <br />Services Management Agreement" with Compass Group USA, Inc. (Eurest), subject <br />to review and any revisions by the County Attorney; provided necessary <br />funding to pay the equipment investment balance to allow this agreement to <br />become effective July 1, 2004; and authorized the County Manager to execute <br />the Amendment on behalf of Cabarrus County. <br /> <br />(G) NEW BUSINESS <br /> <br />(G-l) Proposed FY 2004-2005 Cabarrus Count~ Budget - Conduct Public Hearing <br />and Consider Adoption of Budget Ordinance and Special Fire and Service <br />District Taxes Fund Ordinance <br /> <br /> At 8:42 p.m., Chairman Freeman opened the public hearing on the <br />proposed FY 2004-2005 Cabarrus County Budget. He stated each speaker would be <br />limited to one and one-half (1~) minutes. The Public Hearing Notice was <br />published in THE INDEPENDENT TRIBUNE on June 3, 2004. <br /> <br /> Lester Drye of Concord spoke in opposition to the proposed Budget. He <br />stated he owned 25 acres and his property tax would increase by $35.50 per <br />month due to the revaluation. <br /> <br /> <br />
