June 15, 2004 Page 502 <br /> <br /> Rodger Lentz, Planning and Zoning Manager, presented a draft of the <br />revised subdivision regulations and zoning text amendment incorporating <br />changes to implement county-wide development standards as directed by the <br />Board in April. He distributed the following listing. <br /> <br />Proposed Revisions to Cabarrus County Development Standards <br /> <br />Cabarrus County has developed proposed revisions to the County Development <br />Standards. Those standards include some items that are currently enforced <br />by the County or other appropriate agencies. The following list identifies <br />standards that have been altered or would be an addition to those the <br />County currently enforces: <br /> <br />1) 4 foot sidewalks for residential development shall be installed based on <br /> development density. <br /> a) In residential developments with average lot sizes between .51 and 1 <br /> acre sidewalks shall be installed on one side of all streets serving <br /> more than 20 lots. <br /> b) In residential developments with average lot sizes of ~ acre or less <br /> sidewalks shall be installed on both sides of all streets. <br /> c) In residential developments with sidewalks, required connections to <br /> adjacent developments shall be reviewed during the subdivision review <br /> process (examples of desired connections include schools, parks, <br /> commercial developments and residential developments). <br /> <br />CURRENT STANDARD: In subdivisions with average lot sizes of 20,000 <br />square feet mr less, 4 foot sidewalks are required on one side of all <br />streets serving 20 or more lots and on roads providing access to <br />recreation or common areas. <br /> <br />2) Non-residential development shall be required to meet the sidewalk <br />standards in the General Industrial, Limited Industrial, General <br />Commercial and Limited Commercial Zoning Districts. A waiver from the <br /> sidewalk requirements may be granted by the Zoning Administrator where the <br /> installation would not be reasonably tied to an existing or planned <br /> pedestrian network. The decision of the administrator may be appealed to <br /> the Planning & Zoning Commission. Sidewalks in non-residential areas shall <br /> be required in the following locations: <br /> a) On one side of all public streets directly adjacent to the developed <br /> site; <br /> b) On both sides of all interior public streets within the development; <br /> c) Within the development to link buildings with the following: <br /> i) Parking <br /> ii) Adjoining streets <br /> iii) Adjoining sidewalks <br /> iv) Adjoining developments or amenities where appropriate pedestrian <br /> connections should be reasonably accomplished <br /> <br />CURRENT STANDARD: There is no sidewalk requirement for non-residential <br />development. <br /> <br />3) Street trees shall be required in developments with average lot sizes of ~ <br /> acre or less. These trees shall meet the following requirements: <br /> a) Street trees shall be installed at a standard of one shade tree per <br /> fifty feet. <br /> b) Shade trees must be 2" to 2.5" in caliper and 10' to 12' at the time of <br /> planting. <br /> c) Where overhead power lines prevent the installation of shade trees, <br /> ornamental trees may be substituted. These ornamental trees must be <br /> 1.5" to 2" caliper for single stem trees or 1" to 1.5" for multi-stem <br /> trees. Either type must be 6' to 8' in height at the time of planting. <br /> d) The street trees shall be placed within a six (6) foot planting strip <br /> located between the back of the curb and sidewalk. <br /> <br />CURRENT STANDARD: Trees are required along the edge of developments <br />adjacent to thoroughfares. No internal street trees are required. <br /> <br />4) Cul-de-Sac pavement radius shall be maximized (37' minimum) within the r/w <br /> with an easement to accommodate any part of the street or utility <br /> infrastructure not contained within the right-of-way so as not to affect <br /> setbacks. Sidewalk shall be extended all around the bulb of the cul-de- <br /> sac where density requires. A landscaped center is required and best <br /> management practices for stormwater treatment are encouraged. Construction <br /> typicals are being prepared for this. <br /> <br />CURRENT STANDARD: The NCDOT cul-de-sac radius requirement is 35 feet. <br /> <br /> <br />
