Pavement <br /> structure shall be 8" stone, 1 W" surface course with an additional 1" <br /> surface course applied when a majority of the construction is completed. <br /> <br />CURRENT STANDARD: <br />course. <br /> <br />NCDOT requires an 8" stone base with 1 ~" surface <br /> <br />6) Right-of-way widths at a minimum of 50' will be permitted as shown in <br /> street typicals when at least three off street parking spaces are provided <br /> per dwelling unit. Street pavement width (figures do not include curb and <br /> gutters) shall be 20' for streets serving less than 20 lots, 22' for other <br /> local streets, 24' for collector streets without parking, and 28' for <br /> collector streets with parking. Curb and gutter is required. On streets <br /> with average lot sizes of one acre or greater curb and gutter shall not be <br /> required and NCDOT construction standards for right-of-way and pavement <br /> widths shall be used. Where three off street parking spaces are not <br /> provided, NCDOT standards for right-of-way and pavement width shall apply. <br /> <br />CURRENT STD~NDARD: <br /> Local residential street - 22' of pavement on a 40' top 45' ROW <br /> Local Street (2/10 of a mile or less)- 18' of pavement with 40' of ROW <br /> Collector Street - 32' of pavement on a 50' ROW <br /> Curb and Gutter required for both street types. <br /> <br />For developments with lots one acre or greater non curb and gutter <br />streets may be used per NCDOT. Pavement width is either 18' or 20' <br />with shoulders 6' to 8' wide. <br /> <br />7) Where a street is likely to become part of a city maintained system, road <br /> names shall be in accordance with that city's standards for suffixes and <br /> directional. All road names must have final approval by the Cabarrus <br /> County Planning Division for address purposes. <br /> <br />CURRENT STANDARD: County reviews and approves all road names but the <br />city suffix is not required. <br /> <br />8) Connectivity ratio for residential development: residential development <br /> with a gross density less than 1 unit per acre shall meet a minimum ratio <br /> of 1.2, residential development with a gross density between 1 and 2 units <br /> per acre shall meet a minimum ratio of 1.3 and all residential development <br /> with a gross density greater than 2 units per acre shall meet a minimum <br /> ratio of 1.4. The subdivision administrator may grant exceptions based on <br /> topography, environmentally sensitive areas, or other natural <br /> obstructions. The Planning & Zoning Commission shall consider appeals of <br /> those decisions. <br /> <br />CURRENT STANDARD: from the County Subdivision Regulations: <br /> "The proposed road layout within a subdivision shall be coordinated <br />with the existing road system of the surrounding area, and existing <br />roads shall be extended whenever possible. This includes connection of <br />the road system to the system within adjoining subdivisions whenever <br />possible, and alignment of entrance roads with existing roads. <br /> <br /> "Where in the opinion of Planning Staff it is necessary to provide for <br />road access to adjoining parcels, a reserve strip for such purpose shall <br />be extended to the boundary of such property(ies)." <br /> <br />9) In addition to these specific changes the ordinance numbering system and <br /> certain definitions and terms have been changed to reflect current <br /> terminology. For example, the Cabarrus-Rowan Metropolitan Planning <br /> Organization used to be called KANLACON so the ordinance was changed to <br /> reflect this. <br /> <br /> Mr. Lentz introduced Carl Hill, Chairman of the Planning and Zoning <br />Commission, and distributed a handout entitled "Cabarrus County Planning and <br />Zoning Commission Recommendations for the Proposed Revisions to Cabarrus <br />County Development Standards".
