August 16, 2004 Page 589 <br /> <br /> UPON MOTION of Commissioner Privette, seconded by Commissioner <br />Carpenter and unanimously carried, the Board scheduled a public hearing at <br />6:00 p.m. on August 25, 2004 upon the School Bond Order and the Community <br />College Bond Order. <br /> <br />(E-3) Jail Pro~ect - O~tions for a Fulltime Construction Manager <br /> <br /> Kelly Sifford, Community Development Manager, presented the options for <br />a full-time construction manager for the jail project. She stated the <br />architectural firm (Ware Bonsall Architects) could provide construction <br />management as part of its services or the County could hire a third party as <br />construction manager. <br /> <br /> Commissioner Privette questioned the need for a full-time construction <br />manager, stating the architectural firm would be overseeing the project. <br /> <br /> Mr. Day explained the architectural firm would provide a limited amount <br />of on-site time and there were advantages to hiring a third party, including <br />having someone on site each day and identification of potential savings. <br /> <br /> Glenn Ware of Ware Bonsall Architects reviewed the basic construction <br />services to be provided by the architectural firm, including construction <br />administration at a cost of $586,900.00. He also described the supplemental <br />services that could be provided by the firm, including on-site representation <br />for 25 months at a cost of $225,000.00. <br /> <br /> After discussion, the Board by consensus agreed for staff to issue a <br />Request for Proposals (RFP's) for a construction manager for the County jail <br />project. These proposals will be considered by the Board at its regularly <br />scheduled meeting in September. <br /> <br />(E-4) Jail Pro~ect - Ware Bonsall Architectural Services Contract <br /> <br /> The Board received the contract proposal from Ware Bonsall Architects <br />for architectural and engineering services for the jail project. The Phase <br />II Basic Services and Phase II Supplemental Services totaled $2,934,500.00 <br />and $345,400.00, respectively. This Basic Services proposal constituted <br />approximately 5.8 percent of the construction budget of $51,147,614.00. <br /> <br /> Marilyn Porter, County Attorney, stated the proposed, contract was an <br />amendment to an earlier contract for pre-design work and recommended a new <br />contract in the standard AIA (American Institute of Architects) format. She <br />said Mr. Ware was agreeable to the preparation of a new contract. <br /> <br /> There was general agreement for Ms. Porter and Mr. Ware to develop a <br />new contract for the Board's consideration. Ms. Porter will present a <br />progress report on the development of that contract at a Board meeting on <br />August 25, 2004. <br /> <br />(F) CONSENT AGENDA <br /> <br />(F-l) Tax Release and Refund Re~ort - July 2005 <br /> <br /> UPON MOTION of Commissioner Privette, seconded by Commissioner Carruth <br />and unanimously carried, the Board approved the July 2004 Release - Refund <br />Report as submitted by J.
