Services for the Blind)]. Further, the Board appointed Susan Caudle [ex-officio (Coltrane Life Center)] and Parvin Thomas [ex-officio (N.C. Mental Health)] to the Transportation Advisory Board for terms ending June 30, 2007. (H-2) Librar~ Board of Trustees UPON MOTTON of Commissioner Carpenter, seconded by Commissioner Privette and unanimously carried, the Board reappointed Barbara Viehmann to represent southern Cabarrus County on the Library Board of Trustees for a term ending July 31, 2007. (H-3) Juvenile Crime Prevention Council (Persons Under Age 18) UPON MOTION of Commissioner Carpenter, seconded by Commissioner Privette and unanimously carried, the Board appointed Jeffrey B. Emminger and Kyla Morris to the juvenile Crime Prevention Council (JCPC) (Persons Under Age 18) as requested by the JCPC nominating committee to complete unexpired terms ending June 30, 2005. UPON MOTION of Commissioner Carpenter, seconded by Commissioner Privette and unanimously carried, the Board appointed Stephan Tomlinson to fill the ~Mental Health Director" position that was previously held by Charles Hill on the JCPC. The term of appointment will end June 30, 2005. (I) REPORTS There were no reports. (j) ~.~RAL COMMENTS BY BOARD MEMBERS Economic Development Corporation Commissioner Privette questioned the status of the budget for the Economic Development Corporation (EDC). Mr. Day reported a draft budget had been prepared, but it was not complete. The County is currently paying one-twelfth of the annual budgeted amount to EDC on a monthly basis. UPON MOTION of Commissioner Carpenter, seconded by Commissioner Vice Chairman Suggs and unanimously carried, the Board voted to reimburse the Economic Development Corporation monthly for actual expenses, not to exceed the one-twelfth allocation of its annual budgeted amount, beginning October 1, 2004, until the EDC adopts its final budget and a contract is put into place. Special Spay and Neuter Program Commissioner Carpenter reported eight local veterinarians had agreed to participate in the Special Spay and Neuter Program. (K) WATER & SEWER DISTRICT OF CABARRUS COUNTY - REGULAR MEETING UPON MOTION of COmmissioner Privette, seconded by Vice Chairman Suggs and unanimously carried, the Board recessed the meeting of the Board of Commissioners at 10:06 p.m. until the conclusion of the meeting of the Water and Sewer District.
