Bonds, Clerk to the Board <br /> <br />(G-3) Fiscal ~ear 2004 COmP~ehehsive Annual Firi~ricial Report <br /> <br />susan Feartington, Assistant Finance Director, presented the <br />Comprehensive Annual Financial Report for the year ended June 2004. She <br />highlighted the following financial data: the ad valorem taxes account for <br />54.62 percent of total revenues; three percent sales tax increase; $177 <br />million in outstanding debt as of June 30; and at June 30, 2004 Undesignated <br />Fund Balance as a percentage of expenditures was 14.21 percent. <br /> <br />Pam Dubois, Deputy Coun.ty Manager and Finance Director, discussed the <br />County's year end fund balance. She reported the year end financial report <br />was not as bad as previously projected due to approximately $5.6 million in <br />expenditure reduction savings produced by County departments. Ms. Dubois <br />stated the current unreserved fund balance compared to amended FY 2005 <br />budgeted expenditures is now 18.10 percent. However, she pointed out the <br />percentage of unreserved fund balance changes throughout the year due to <br />amendments to the budget. Association of <br />in Hi h point on Janua <br /> <br /> <br />UPON MOtION of Vice Chairman Carruth, seconded by Commissioner Freeman <br />and unanimously carried, the Board appointed Commissioner Privette as voting <br />delegate and Commissioner Juba as alternate voting delegate to the N. C. <br />Association of . County Commissioners Legislative Goals Conference on January <br />13-14, 2005. <br /> <br />(H) APPOINTMENTS' to BOARDS AND COMMITtEES <br /> <br />(H-l) Cabarrus County Tourism Authority <br /> <br />The terms of appointment for Sharon Campbell (Seat 7 - At-large), Diane <br />Honeycutt (Seat 8 _ Tourism Authority) and John Cox (Seat 9 - Chamber of <br />Commerce) end on December 31. The Tourism Authority submitted the following <br />names for Seat 8: Diane Honeycutt, John Mills and Kim Wray. The Cabarrus <br />Regional Chamber of Commerce submitted the following names for Seat 9: John <br />Cox, John Mills and Kim Wray. <br /> <br />UPON MOTiON of Commissioner Privette, seconded by Commissioner Freeman <br />and unanimously carried, the Board reappointed Sharon Campbell (Seat 7 - At- <br />large), Diane Honeycutt (Seat 8 - Tourism Authority) and John Cox (Seat 9 - <br />Cabarrus Regional Chamber of Commerce) for a term of three years effective <br />January 1, 2005 through December 31, 2007. <br /> <br />(H-2) Department of Aging Advisory Board <br />
