<br />UPON MOTION of Chairman Carruth, seconded by Commissioner Carpenter and
<br />unanimously carried, the Board approved the County Manager's recommendation
<br />and agreed to provide additional funding to complete the following school
<br />construction projects: Odell Elementary $871,839.00; Furr Elementary
<br />$2,616,114.00; Boger Elementary - $2,597,143.00; Hickory Ridge High School -
<br />$2,182 I 484.00 i Larger Gyms At Furr and Boger Elementary Schools
<br />$300,814.00; A. L. Brown Auditorium - $300,000.00; and Shady Brook Elementary
<br />- $450,000.00.

<br />(G-7) Updated Fiscal Impact Study and Related Budget Amendment
<br />
<br />Jonathan Marshall, Commerce Director, reported the 1996 study, Capital
<br />Costs Due to Growth in Cabarrus County, had been used as the basis for
<br />determining the required value of mitigation to address public facility
<br />inadequacy. As part of the review of the updates to the Adequate Public
<br />Facilities Ordinance, it was recommended that the study be updated. During a
<br />meeting with Paul Tischler, consultant with Tischler-Bise, the critical needs
<br />and areas of priority were identified with the schools to be addressed first.
<br />A proposal from Tischler-Bise should be received this week. The study will
<br />also include a built-in inflationary mechanism for increases in construction
<br />costs. In order to expedite the process, Mr. Marshall reported a not-to-
<br />exceed price of $50,000.00 was used as a cap for consideration.
<br />
<br />There was a brief discussion of including roads in the proposal. Mr.
<br />Marshall explained the County does not fund roads; therefore, roads were not
<br />included in scope of the proposal.

<br />UPON MOTION of Vice Chairman Juba, seconded by Commissioner Freeman and
<br />unanimously carried, the Board authorized County staff to work with
<br />consulting firm to perform an update of the 1996 study "Capital Costs Due to
<br />Growth for Cabarrus County" prepared by Tischler and Associates (now
<br />Tischler-Bise) at a cost of work not to exceed $50,000.00. Further, the
<br />Board adopted the following budget amendment:

<br />(G-8) Industrial Development Incentive Grant - JHE Production Group, Inc. -
<br />Scheduling a Public Hearing on April 17, 2006 at 6:30 p.m.

<br />Ryan McDaniels, of the Cabarrus Economic Development Corporation (EDC) ,
<br />presented a request by JHE Production Group, Ioc. I to consider an incentive
<br />grant to expand the company. He reported JHE production Group I Inc. is
<br />currently located in Concord and plans to construct a new 33,000 square foot
<br />facility in Harrisburg. The new facility will serve as the headquarters for
<br />JHE Production Group, Inc. Mr. McDaniels stated the total projected
<br />investment is $3,000,000.00 (real estate $2.5 million; equipment
<br />$500,000.00). The company is eligible for a Small Corporate Headquarters
<br />grant pursuant to the Industrial Development Incentive Grant program
<br />guidelines effective January I, 2004.
<br />
<br />Chairman Carruth stated the incentive grant request would be discussed
<br />further at the next Agenda work session.
<br />
<br />UPON MOTION of Commissioner Privette, seconded by Commissioner Freeman
<br />and unanimously carried, the Board scheduled a public hearing on the
<br />incentive grant request by JHE Production Group, Inc., at 6:30 p.m. on April
<br />17, 2006.
