<br />March 20, 2006 - Regular Meeting <br /> <br />Page <br /> <br />544 <br /> <br />(H) APPOINTMENTS TO BOARDS AND COMMITTEES <br /> <br />(H-l) Juvenile Crime Prevention Council <br /> <br />The <br />Prevention <br />the vacant <br /> <br />Board received the recommendation <br />Council (JCPC) for the appointment of <br />Substance Abuse Professional position. <br /> <br />from the Juvenile Crime <br />Olian D. Holladay to fill <br /> <br />UPON MOTION of Commissioner Carpenter, seconded by Commissioner Freeman <br />and unanimously carried, the Board appointed Olian D. Holladay (Substance <br />Abuse Professional) to the Juvenile Crime Prevention Council to complete an <br />unexpired term ending June 301 2007. <br /> <br />(H-2) Watershed Improvement Commission <br /> <br />Randy Fisher was appointed to the Agricultural Advisory Board on <br />January 23, 2006, and resigned from the Watershed Improvement Commission <br />pursuant to the County's Appointment Policy. The Watershed Improvement <br />Commission recommended the appointment of Darrell K. Furr to fill the <br />vacancy. <br /> <br />UPON MOTION of Commissioner Privette, seconded by Commissioner Freeman <br />and unanimously carried, the Board appointed Darrell K. Furr to the Watershed <br />Improvement Commission to complete an unexpired term ending February 15, <br />2011. <br /> <br />(H-3) Nursing Home Community Advisory Committee <br /> <br />UPON MOTION of Commissioner Carpenter, seconded by Commissioner <br />Privette and unanimously carried 1 the Board reappointed Toni M. Stovall and <br />Barbara A. Blackmore to the Nursing Home Community Advisory Committee for a <br />three-year term ending February 28, 2009. <br /> <br />UPON <br />Privette and <br />Nursing Home <br />31, 2007. <br /> <br />MOTION of Commissioner Carpenter 1 seconded by Commissioner <br />unanimously carried 1 the Board appointed Susan M. Walters to the <br />Community Advisory Committee for a one-year term ending March <br /> <br />(H-4) Adult Care Home Community Advisory Committee <br /> <br />UPON MOTION of Commissioner Carpenter, seconded by Chairman Carruth and <br />unanimously carried, the Board appointed Justin D. Kuralt, Tammy Skidmore, <br />Joan B. Powell and Margie Norris to the Adult Care Home Community Advisory <br />Committee for an initial term of one year ending March 31, 2007. <br /> <br />(H-S) Firemen's Relief Fund Trustees <br /> <br />(No action taken) <br /> <br />(I) REPORTS <br /> <br />(1-1) Agricultural Advisory Board Report <br /> <br />The report from the Agricultural Advisory Board was included as part of <br />the Agenda. The report identified actions taken by the advisory board since <br />its organizational meeting on February 141 2006. <br /> <br />(J) GENERAL COMMENTS BY BOARD MEMBERS <br /> <br />Several Board Members commented on their March trip to Washington, D.C. <br />for the 2006 Annual Legislative Conference of the National Association of <br />Counties. <br /> <br />Commissioner Privette commented on the Chairman's ruling regarding a <br />substitute motion at a previous meeting. He said Article 15 Section 33 of <br />Robert's Rules of Order states that substitute proposals are permissible. <br /> <br />Commissioner Carpenter referenced comments made during the public <br />comments period. She asked for a copy of the information presented by Bill <br />Smith regarding the suggested task force and to have the complaint presented <br />by Reverend Dennis Briggs investigated. <br /> <br />vice Chairman Juba read the following statement: <br /> <br />In May of 2004, when I filed to run for County Commissioner, I <br />made a commitment to serve the residents and businesses of <br />
