March 20, 2006 - Regular Meeting Page 537 UPON MOTION of Commissioner Privette, seconded by Commissioner Carpenter and unanimously carried, the Board approved Amendment No. 20 to the Agreement between Cabarrus County and Camp Dresser & McKee for engineering services in the amount of $88,918.00 related to the Cabarrus County C & D Landfill Expansion. Further, the Board authorized the County Manager to execute the contract, subject to attorney review and approval. (F-IO) Criminal Justice Partnership Program Grant Application and Contract for Services with Carolina Addiction and Recovery Environment for Intensive and Regular Outpatient Substance Abuse Treatment Services The Criminal Justice Partnership Program (CJPP) Advisory Board requested authorization to submit a grant application to the State for continued CJPP funding of $117,098.00. A Request for Proposals (RFP) for substance abuse treatment services was issued this year with the current provider, Carolina Addiction and Recovery Environment (CARE), submitting the only proposal. The CJPP Board recommended the renewal of the agreement with CARE at a rate of $20.00 per client treatment hour for Intensive Outpatient Treatment, Regular Outpatient Treatment and Aftercare services. This program is funded entirely with State CJPP program funds. UPON MOTION of Commissioner Privette, seconded by Commissioner Carpenter and unanimously carried, the Board authorized the County Manager to sign and submit the FY 2007 Criminal Justice Partnership Program Grant application and execute the Standard Grant Award Contract and Conditions. Further, the Board approved the contract with Carolina Addiction and Recovery Environment, Inc. (CARE), and authorized the County Manager to execute the contract, subject to review and revisions by the County Attorney. (F-12) Challenge Financial Support of Efforts to Retain the at Lowe's Motor Speedway/Budget Amendment NASCAR NEXTEL All-Star The All-Star Race has a major economic impact in Cabarrus County and the surrounding areas (over $100 million). A local organizing committee comprised of area local government representatives and several organizations is currently engaged in an effort to enhance the event and maximize the positive impact of the race to ensure that it remains at Lowe's Motor Speedway. UPON MOTION of Commissioner Privette, seconded by Commissioner Carpenter and unanimously carried, the Board adopted the following budget amendment contributing $20,000.00 to help fund the many events planned in support of retaining the All-Star Race in Cabarrus County: BUDGET REVISION/AMENDMENT REQUEST DEPARTMENT OF OTHER CONTRIBUTIONS AMOUNT: $20,000.00 TYPE OF ADJUSTMENT: Transfer between Departments/Funds PURPOSE OF REQUEST: This budget amendment transfers funds from Contingency to JHE Production Group, Inc., a local organizing committee, as a committee fee for participation in the planned events showcasing the positive impact of the All-Star Challenge and to ensure that it never leaves Lowe's Motor Speedway and Cabarrus County.
