<br />April 17, 2006 - Regular Meeting <br /> <br />Page <br /> <br />559 <br /> <br />Commissioner Privette stated he wanted a copy of a letter from the <br />attorney at the Institute of Government regarding the recommendation that was <br />made. <br /> <br />vice Chairman Juba stated she would contact Frayda Bluestein at the <br />Institute of Government regarding the request. <br /> <br />Chairman Carruth asked that the minutes for February 20, 2006, be <br />brought back to the Board for approval at the next Board meeting. <br /> <br />(B) APPROVAL OF THE AGENDA <br /> <br />Chairman Carruth reported supplemental information was provided for <br />Item I-I (County Financial Projections). Also, he stated Keith Wayne had <br />withdrawn his rezoning appeal and, therefore, a public hearing would not be <br />held for Item G-5. Further, Chairman Carruth asked that the following items <br />be removed from the Agenda pending a decision by the Concord City Council on <br />May 9: New Business Items (G-6) Furnishing and Equipment Option in Ware <br />Bonsall Architect's Contract for Law Enforcement Center and (G-7) Resolution <br />Authorizing the Filing of an Application for Approval of Financing Agreement <br />for Sheriff's Office and Detention Center Project. <br /> <br />UPON MOTION of Commissioner Carpenter I seconded <br />Privette and unanimously carried, the Board approved the <br />changes as listed. <br /> <br />by Cornmi s s i one r <br />Agenda wi th the <br /> <br />(C) RECOGNITIONS AND PRESENTATIONS <br /> <br />(C-l) Proclamation - County Government Week (April 23 - 29, 2006) <br /> <br />Aimee Hawkins, Public Information Officer, stated Cabarrus County will <br />J010 other counties across the nation to celebrate County Government Week on <br />April 23-29. The event is sponsored by the National Association of Counties <br />to raise public awareness about the roles and responsibilities of counties. <br />She said Cabarrus County will host a photography contest and an essay contest <br />in honor of this observance. <br /> <br />Chairman Carruth read the following proclamation: <br /> <br />Proclamation <br /> <br />WHEREAS, county government is one of the oldest forms of local <br />government in the united Statesi and <br /> <br />WHEREAS, counties <br />meet the needs of the <br />care, social services, <br />transportation; and <br /> <br />have a long history of providing <br />public, including such programs <br />public safety, planning, parks <br /> <br />critical services to <br />as child and elder <br />and recreation and <br /> <br />WHEREAS, counties serve as major partners in the public education <br />system, contributing funds to elementary and secondary schools as well as <br />community colleges; and <br /> <br />WHEREAS, counties provide many services that make America's communities <br />stronger, safer places to live and raise families; and <br /> <br />WHEREAS, county officials and employees use their role as local leaders <br />to encourage economic development and make communities more desirable, and <br />therefore improve the lives of citizens; and <br /> <br />WHEREAS, county governments are the citizens' local government voice, <br />providing solutions that bring communities together. <br /> <br />NOW, THEREFORE, in recognition of the leadership, innovation and <br />valuable service provided by our nation's counties, the Cabarrus County Board <br />of Commissioners hereby proclaims April 23-29, 2006 as <br /> <br />National County Government Week in Cabarrus County <br /> <br />and urges all citizens to be more involved in and aware of issues affecting <br />County government. <br /> <br />This the 17th day of April 2006. <br />/s/ Robert W.
