<br />May 28, 2006 - Recessed Meeting <br /> <br />Page <br /> <br />616 <br /> <br />Sheriff Riley reported 218 inmates were in the County Jail this date <br />and 30 on transport. He stated the Annex would continue to be used after the <br />completion of the Detention Center. <br /> <br />Mr. Day stated a re-design of the main facility had occurred at the <br />time the decision was made to build the Annex on this site. This re-design <br />had reduced the number of beds from 576 to 480 with 96 beds to be located in <br />the Annex. He said failure to build the Annex would delay the efforts in <br />dealing with overcrowding by 18 months and would also result in a smaller <br />number of beds available in the project. <br /> <br />Commissioner Privette stated support for the use of Electronic House <br />Arrest as a means to alleviate overcrowding in the jail. <br /> <br />Chairman Carruth stated the Board had made the decision to build the <br />Annex and Detention Center and had discussed the Electronic House Arrest and <br />pre-trial release programs on several occasions. <br /> <br />Pam Dubois, Deputy County Manager/Finance Director, reviewed two budget <br />amendments. The first was for the GMP in the amount of $14,836,546.00 to be <br />financed with Certificates of Participation authorized on May 15. The second <br />amendment was in the amount of $750,200.00 to fund owner costs that would be <br />incurred in building the Annex and the site work. These costs would be paid <br />with COPs interest that had not been spent this year due to the delay in <br />starting the project. The owner costs included the following: Traffic Impact <br />Study-$18,500.00 (Engineering-Actual Cost); Cabling for Box Removal and <br />Tunnel-$18,000.00 (Owner Construction); Relocation of Lines-$316,000.00 <br />(Owner Construction); Miscellaneous Engineering-$50, 000.00 (Engineering) ; <br />Testing Materials Air/water balancing-$175, 000.00 (Engineering); Owner cost <br />for Construction Management Services: Bid Documents-$70, 000.00 (Construction <br />Mgrs Reimburseables); Construction Documents-$30,000.00 (Construction Mgrs <br />Reimburseables); Printing Cost-$7, 500.00 (Construction Mgrs Reimburseables); <br />WSACC Fees-$50,000.00 (Owner Construction); City of Concord Water Connection <br />Fees-$10, 200.00 (Owner Construction); and City of Concord Sewer Connection <br />Fees-$5,000.00 (Owner Construction). <br /> <br />Kelly Sifford, Community Development Manager, explained construction of <br />the tunnel would require the relocation of the vault housing the Concord <br />Telephone Company (CTC) telephone lines. <br /> <br />Chairman Carruth called for a brief recess at 8:50 p.m. <br />the meeting at 9:05 p.m. <br /> <br />He reconvened <br /> <br />Ms. Dubois reported a minor adjustment to the requested budget <br />amendment. She stated the amount had been changed from $14,836,546.00 to $15 <br />million with the difference to be used to pay issuance costs for the debt. <br /> <br />vice Chairman Juba made the following motion: <br /> <br />I move that the Board of Commissioners approve Amendment #1 to <br />the contract for Construction Manager at Risk for the <br />construction of the Cabarrus County Detention Center and <br />Sheriff's Department between Cabarrus County and Turner <br />Construction Co., which amendment is made pursuant to Article 7 <br />of the Contract to set the guaranteed maximum price for <br />construction of the site work, annex and tunnel, including the <br />estimated cost of work as defined in the contract and the <br />construction manager's fee as therein defined at $14,836,546.00, <br />including the exposure holds totaling $300,000.00, and to set the <br />date of substantial completion for this part of the work as July <br />18, 2007 and to authorize the County Manager and County Attorney <br />to execute a contract amendment to such effecti and to approve a <br />budget amendment(s) to fund the owner costs and the construction <br />costs as follows: <br /> <br />$ 750,200.00 owner costs per budget amendment; and <br />$15,000,000.00 for construction of site work and annex and issuance <br />costs for COPS per budget amendment. <br /> <br />Chairman Carruth seconded the motion. <br /> <br />commissioner Privette asked if <br />recuse herself from voting.
