January 22, 2007 (Regular Meeting) Page 297 <br />UPON MOTION of Commissioner White, seconded by Commissioner Privette <br />and unanimously carried, the Board moved to go into Closed Session to consult <br />with the attorney to preserve the attorney-client pr.-~~.-~lege and discuss <br />threatened or pending litigation, to consider a personnel matter(s) and to <br />discuss matters relating to the location or expansion of industries as <br />authorized by NCGS 193.318.11(a)(3)(9) and (6). Further, the Board invited <br />the following people into the Closed Session: Tony Harris, Safety and Risk <br />Manager; Don Cummings, Human Resources Director; John Cox, CEO of the <br />Cabarrus Regional Chamber of Commerce; Ryan McDaniels, Director of Cabarrus <br />Economic Development Corporation (EDC); and Jerry Saunders, Sr. Executive <br />with Cabarrus Economic Development Corporation (EDC). <br />UPON MOTION of Vice Chairman Juba, seconded by Commissioner Privette <br />and unanimously carried, the Board moved to come out of Closed Session and <br />return to open session. <br />(I-5) Appointments to Miscellaneous Boards and Committees <br />The following appointments were made to miscellaneous boards and <br />committees: Juvenile Crime Prevention Council - Commissioner White; <br />Centralina Council of Government Board of Delegates - Commissioner Privette <br />(delegate) and Commissioner White (alternate); Cabarrus/South Rowan Urban <br />Area MPO Transportation Advisory Committee - Chairman Carruth and <br />Commissioner Privette (alternate); Local Emergency Planning Committee - <br />Chairman Carruth and Commissioner Mynatt (alternate); Centralina Workforce <br />Development Consortium - Commissioner Mynatt; Comprehensive Economic <br />Development Strategy Committee (Centralina Region) - Planning Staff; Animal <br />Protection and Preservation Committee - Chairman Carruth and Vice Chairman <br />Juba (alternate); Council of Planning - NC 73 Corridor - Commissioner <br />Privette and Commissioner Mynatt (alternate); Piedmont Area Mental Health, <br />Mental Retardation and Substance Abuse Authority - Commissioner Mynatt <br />(Effective February 2007); and Cabarrus County Partnership for Children <br />(Smart Start) - Commissioner White. <br />Liaisons to County boards and committees were appointed as follows: <br />Fire Departments & Eirst Responder Advisory Committee - Chairman Carruth and <br />Commissioner Mynatt (alternate); Cooperative Extension Service - Commissioner <br />White; Forester - Commissioner Privette; Soil & Water Conservation District - <br />Commissioner Privette; Cabarrus Planning & Zoning Commission - Chairman <br />Carruth; Parks & Recreation Commission - Commissioner White; Department of <br />Aging Advisory Board - Commissioner Mynatt; Library Board of Trustees - <br />Chairman Carruth; Rowan-Cabarrus Community College - Commissioner Mynatt; <br />Cabarrus County School Board - Commissioner Mynatt and.Vice Chairman Juba <br />(alternate); Kannapolis School Board - Vice Chairman Juba and Commissioner <br />Mynatt (alternate); and Watershed Improvement Commission - Commissioner <br />Privette. <br />Note: Appointments of Liaisons to Municipal Boards will be made at a <br />later date. <br />(M) RECESS OF MEETING <br />UPON MOTION of Commissioner Mynatt, seconded by Commissioner Privette <br />and unanimously carried, the Board recessed the meeting -at 11:07 p.m. until <br />5:30 p.m. on Tuesday, January 23, 2007 at the Cabarrus Arena and Events <br />Center in Concord. <br />Clerk o he B a~ <br />
