Commissioner Privette commented unusualness of giving incentive grants to radio stations, quoted Paul O'Neil, CEO of ALCOA, and stated his intent to vote against the motion. There was a brief debate on increasing commercial development .with incentive grants and giving away tax dollars. The MOTION carried with Chairman Carruth, Vice Chairman Juba and Commissioners Mynatt and White voting for and Commissioner Privette voting against. (G-2) Request by Cabarrus County Schools for Additional Land for Sahool Bus Garage Sam Masters with Cabarrus County Schools introduced Todd Berg of Morris Berg Architects. Using a graphic of the county-owned site, Mz.. Berg reviewed the proposed layout for the school bus garage and identified several constraints on the property (i.g., steep topography, property lines, power line easements, an intermediate stream, a right-of-way for a future road, etc.). The plan included parking for approximately 329 school buses, which he said is less than what the school system has. He stated 25 acres are needed and an additional 15 acres is requested. Mr. Master and Mr. Berg responded to several questions from the Board. Commissioner Mynatt commented on the value of the property, lack of room to expand the .school bus garage in the future and the possibility of finding a larger piece of land elsewhere. She .also stated the idea of placing the jail housing unit on the property be given consideration. John D. Day, County Manager, reported the property behind the School Administration building was considered as a potential site for a school bus garage and a jail site several years ago. Wayne Williams, Cabarrus County School (CCS) Board Member, reported the State prohibits the construction of school bus garages that are larger than the one presented. Even if the garage was moved to a different location, he said the garage could not be built any bigger and that a satellite facility will have to be built in the future. Mr. Masters stated the proposed site is centrally located and will help minimize fuel and transportation costs. Liz Poole, CCS Chair, pointed out CCS also maintains the school buses for Kannapolis City Schools; if this site is not used. for the school bus garage, the County will have to make an extra appropriation for land; additional expenses for engineering and architect fees will beincurred; and that the School Board has been working on this concept for approximately one to two years. UPON MOTION of Vice Chairman Juba and seconded by Commissioner White, with Chairman Carruth, Vice Chairman Juba and Commissioner White voting for and Commissioners Mynatt and Privette voting against, the Board approved the request by the Cabarrus County Schools for an additional 15 acres of land between Coleman Boulevard and Union Cemetery Road for use as a school bus garage. Sam Masters, Director of Construction Projects for Cabarrus County Schools, presented a request for an additional .$125, 000.00 for engineering fees to continue to fast track .the new Northwest area high school through June 30, 2007. Mr. Mastersresponded to questions from the Board.
