Possession of weapons on County property: Exceptions. <br />(a) Except as provided in subsection (d) below, all persons are prohibited <br />from possessing weapons as defined in N.C. Gen. Stat. X19-269(a) in or <br />upon any building or property owned or controlled by the County. <br />(b) The County Manager is directed to post appropriate signage at each park <br />and on each building or portion of a building now or hereafter owned, <br />leased as lessee, operated, occupied, managed or controlled by the <br />County, as well as appurtenant premises to such buildings, indicating <br />that possession of weapons, except lawfully possessed concealed <br />handguns, is prohibited therein. <br />(c) The signs shall be visibly posed on the exterior of each entrance by <br />which the general public can access the building, appurtenant premises, <br />or park. The County Manager shall exercise discretion in determining <br />the necessity and appropriate location for other signs posted on the <br />interior of the building, appurtenant premises or park. <br />(d) This section shall not apply to those persons lawfully permitted to <br />possess and carry a concealed handgun pursuant to N.C. Jay White, Sr., Chairman <br />Board of Commissioners <br />ATTEST: <br />/s/ Kay Honeycutt <br />Kay Honeycutt, Clerk to the Board <br />For the benefit of the viewing audience, Chairman White stated the <br />amended ordinance allows a person with a valid carry conceal permit to carry <br />on limited government property with restrictions still being enforced at <br />parks, schools, the courthouse and any event that charges an admission fee, <br />etc. <br />(G-3) Request by Town of Midland to Purchase Right-of-Way at Rocky River <br />Elementary 3ahool for~Monroe Pipeline <br />Chairman White MOVED to recuse himself from any vote or discussion as <br />it relates to the purchase of a right-of-way at Rocky River Elementary School <br />for the Monroe Pipeline because his employer, the law firm of Hartsell & <br />Williams, PA, represents the Town of Midland. Commissioner Mynatt seconded <br />the motion. The MOTION unanimously carried. <br />Commissioner Carruth reported he had three messages from Midland City <br />Councilman, Bob Smith, requesting to meet and address the Commissioners' <br />concerns regarding the Monroe Gas Pipeline. He said there is no recourse the <br />Board can take legislatively to oppose the condemnation and asked if the <br />County has legal standing. <br />Richard Koch, County Attorney, reported there is nothing the County can <br />do specifically with reference to the condemnation of the property that does <br />not belong to the County. He further reported the Agricultural Advisory <br />Board has the right to look into condemnation threatened on property within <br />agricultural districts. <br />UPON MOTION of Commissioner Privette, seconded by Commissioner Carruth <br />with Vice Chairman Juba and Commissioners Carruth, Mynatt and Privette voting <br />
