April 1, 2013 (Work Session)
Page 1476
The Active Living and Parks Department requests BOC approval of
the updated Memorandum of Understanding (MOU) Regarding Joint Use
of Facilities. The MOU is an agreement between the Cabarrus
County Board of Commissioners and the Cabarrus County Board of
Education to enter into an agreement for joint use of facilities.
A Joint Use Agreement with specific operation and management
procedures will be developed by the school and ALP's Dept.
The MOU Regarding Joint Use of Facilities was approved by the
Cabarrus County Board of Education on February 11, 2013.
Ms. Strong responded to questions from the Board.
Active Living and Parks Department - Mt. Pleasant Middle School Park Bathroom
Londa Strong, Director, Active Living and Parks Department, and Len
Witke, Cabarrus County Schools, presented the following information relating
to the Mt. Pleasant Middle School Park Bathrooms:
The School Park at Mt. Pleasant Middle School is utilized not
only by the students, but is a home practice and game site for
the Mt. Pleasant Volunteer Youth League Baseball, Softball, and
Soccer Leagues. Currently there is not a restroom facility
located on the site. The bathroom in the gymnasium is available
for use; however, it requires crossing North Drive to reach it.
A port -a -j on is on site and serviced weekly, but is used by all
participants, family members and spectators. There is also a
portable concession trailer on site where Limited Food Service
Regulations are adhered to; all pre - packaged food, no cooking and
no water. The Health Alliance is contacted yearly to ensure all
regulations are met.
Len Witke, Cabarrus County Schools, assisted in research of the
costs of a portable ADA compliant bathroom facility that can be
placed on site and hooked to existing utilities (water, sewer and
electricity). This would enable the building to be used at other
locations and events once it is no longer needed at Mt. Pleasant
Middle School.
A company in Gaston County has used portable bathroom buildings
for sale; the buildings are in good condition with 2 stalls per
side for approximately $31,000.00. The cost does not include
delivery or utility connections. Mr. Witke indicated the
Facilities Management Department could make the connections.
There is a rental option, but staff does not recommend based on
the amount charged (i.e. $2,400.00 per week plus $100.00 per week
to service).
The season began March 15 with practices and games will commence
in April. There are teams in the Mt. Pleasant Association this
year.
Mike Downs, County Manager, advised utilizing portable bathroom
facilities would allow them to be relocated when they are no longer needed at
this site. He further advised funds are available in the Boards' contingency
fund.
A discussion ensued. During discussion Mr. Witke and Ms. Strong
responded to questions from the Board.
Commissioner Measmer expressed support for providing bathrooms at the
Mt. Pleasant Middle School Park.
Discussion continued with the following issues addressed: the life
expectancy of portable bathrooms; utility connection to a sewer versus a
holding tank; the provision of paper products; facility maintenance and care;
estimated time for delivery and hookup; and other costs associated with the
facility.
BOC - Resolution Relating to Second Amendment Rights
Commissioner Burrage requested this item be tabled until after the
April regular meeting to receive input from the public.
Richard Koch, County Attorney, advised he has not spoken to the Sheriff
about the contents of the resolution at this time.
