He also responded to <br />questions from the Board regarding the QSCB projects. <br />BOC - Designation of Voting Delegate for NCACC 106th Annual Conference <br />Chairman Poole stated a voting delegate from the Board is needed to <br />represent Cabarrus County at the NCACC (North Carolina Association of County <br />Commissioners) 106 Annual Conference in Guilford County. She requested <br />Board members check their calendars and advise the Clerk of their availability <br />prior to the July regular meeting. <br />County Manager - Adjustment to Salary of New Board of Elections Director <br />Pam Dubois, Deputy County Manager, presented the following information <br />relating to a salary adjustment for the new Board of Elections Director: <br />On May 6, 2013, the salary of the new Board of Elections Director <br />was discussed by the Board for approval per NCGS 163 -65 (c) in the <br />amount of $56,681.81. On May 20, 2013, the Board approved the <br />salary for this position. The FY14 budget was adopted with a <br />cost -of- living increase which updated the salary tables and the <br />exact salary of $56,681.81 no longer exists. The closest annual <br />salary is $56,701.05, which is a difference of $19.24 from the <br />previously approved amount. Based on administrative processes, <br />the county payroll system is required to be on a _ step and grade <br />and $56,701.05 is the closest salary in line with the salary <br />approved by the Board. <br />County Manager - Sale of Tax Foreclosure Properties <br />Jonathan Marshall, Deputy County Manager, presented the following <br />information relating to the sale of tax foreclosed properties: <br />The Board of Commissioners approved the listing and sale of <br />properties owned by the County due to tax foreclosure. It was <br />stipulated that the minimum price would be equivalent to the <br />amount of County taxes (and City taxes as it applies) that are <br />due. Very few of the original group of properties has sold and <br />additional properties have been added to the list. Staff is <br />seeking consensus from the Board to automatically include <br />additional tax foreclosure properties in a sales list as they are <br />acquired. In addition, we are seeking direction from the Board <br />for setting a schedule by which the minimum price may be reduced <br />if the properties are not sold within a set time period. <br />A discussion ensued. During discussion, Mr. Marshall, Kyle Bilafer, <br />General Services Director and Pam Dubois, Deputy County Manager, responded to <br />a variety of questions from the Board. <br />Finance - Capital Project Ordinance Updates for the Construction and <br />Renovation Fund and Small Projects Fund - Budget Amendments <br />Susan Fearrington, Assistant Finance Director, advised the Construction <br />and Renovation Fund and Small Projects Fund are being adjusted to reflect the <br />FY14 Capital Improvements Plan (CIP), approved by the Board on June 17, 2013. <br />All of the projects are being funded through the General Fund and the Capital <br />Reserve Fund. A brief discussion ensued in which Ms. Fearrington responded to <br />questions from the Board. <br />General Services - Old Jail Demolition and Courthouse Annex Renovations Update <br />Kyle Bilafer, General Services Director, presented an update on the <br />progress of the old jail demolition and the courthouse annex renovation <br />projects. In regards to the parking lot, he requested direction from the <br />Board. <br />Mike Downs, County Manager, advised of the availability of staff to <br />answer questions from the Board once they further reviewed the packet in the <br />agenda. He also advised the county is required to provide some parking for <br />the state. <br />A discussion ensued. During discussion, Mr. Bilafer and Mr. Downs <br />responded to questions from the Board. <br />Human Resources - Reappointment of the Cabarrus County Tax Administrator <br />
