October 10, 2013 (Board Retreat) <br />Page 1768 <br />Vice Chairman Measmer expressed agreement with Commissioner <br />Oesterreich's comment. <br />Discussion continued. Issues addressed included: the Child Daycare <br />Program; the possibility that funds expended during the month of October for <br />the Child Daycare Program may not reimbursed; the outlying effects of <br />suspending the Child Daycare Program; etc. <br />Mr. Rose addressed concerns regarding the Social Services Block Grant <br />(SSBG) ; recommended avoiding cutbacks on these services; and advised SSBG is <br />a critical funding source for safety sensitive services; cuts to these <br />services could be a liability; and the provision of these services is <br />mandated, regardless of federal funding. He advised that a hiring freeze and <br />travel freeze are in place in these areas to help reduce expenses. <br />Kathy Mower, Adult and Aging Services Program Administrator, reviewed <br />the services provided through HCCBG (Home and Community Care Block Grant) <br />funding. She addressed the following HCCBG services: Adult Day Care /Health, <br />Congregate Nutrition, Consumer Directed Services, Information and Case <br />Assistance, and In -Home Aide Services. She also responded to questions from <br />the Board. <br />Randy Bass, Transportation Director, provided a brief update on <br />transportation services affected by the federal government shutdown. <br />Discussion continued. <br />Commissioner Morris expressed support for funding services through <br />October 31S suggesting the services be reevaluated if the shutdown has not <br />been resolved by that time. <br />Commissioner Oesterreich expressed concern regarding the WIC Program <br />through the Cabarrus Health Alliance. <br />In response to Commissioner Oesterreich's comment, Tammie Harkey, <br />Cabarrus Health Alliance Finance Officer, advised the support and services <br />are still in place, but the vouchers cannot be issued due to the state's <br />actions. <br />Commissioner Oesterreich suggested funding the services through October <br />18 with termination letters sent out for October 18 th . <br />Discussion continued. <br />Commissioner Oesterreich MOVED to fund all of these programs through <br />Tuesday, October 22n with termination letters sent for Tuesday, October 22n <br />if they have not been restored on October 17 t h. The Board will have <br />opportunity at the regular meeting on October 21S to consider which programs <br />to continue funding. In response to a question from the County Manager, he <br />clarified his motion to include the WIC program. <br />Following a brief discussion regarding WIC funding, Vice Chairman <br />Measmer seconded the motion. He advised if the shutdown has not been <br />resolved by October 21S serious decisions will have to be made regarding <br />funding for all programs. <br />Mr. Rose addressed mandated programs that cannot be suspended. <br />A discussion ensued regarding Work First staff. <br />Vice Chairman Measmer expressed support for reallocating Work First <br />staff to another area until October 22 <br />Commissioner Oesterreich revised the MOTION to fund the services <br />through October 21 and send termination letters out on October 22n <br />Commissioner Morris expressed concern regarding the dates in the <br />motion. He suggested extending program funding through the end of October. <br />He advised if the shutdown has not been resolved by October 2i the Board <br />can determine, necessary actions regarding program funding, to be effective <br />November 1 Discussion continued. <br />Chairman Poole stated Human Services - Federal Government Shutdown will <br />be added to the Agenda as an Old Business item. For clarification, she asked <br />if Commissioner Oesterreich's motion included the reallocation of the four <br />Work First staff members to Economic Services. <br />
