October 21, 2013 (Regular Meeting) Page 1794 G) NEW BUSINESS (G -1) DHS - Transportation Division - Rural Operating Assistance Program (ROAP) FY -2014 Funding Request - Public Hearing 6:30 P.M. Randy Bass, Transportation Director, presented a request for a Rural Operating Assistance Program (ROAP) grant request of $223,946.00 to be submitted to the North Carolina Department of Transportation, Public Transportation Division. He reported the grant request will include funding for the following programs: the Elderly and Disabled Transportation Assistance Program (EDTAP) - $104,399.00; the Employment Transportation Assistance Program (EMPL) - $22,817.00; and the Rural General Public (RGP) Program - $96,730.00. Chairman Poole opened the public hearing at 7:58 p.m. The Public Hearing Notice was published on October 9, 2013 in The Independent Tribune. The public hearing notice was also posted on the County's website ( www. cabarrus county. us ) on October 9, 2013 in accordance with Article 2, Administration, Section 2.1 (Use of Electronic Means to Provide Public Notices) of the Cabarrus County Code of Ordinances. There was no one present to address the Board; therefore, Chairman Poole closed the public hearing. Mr. Bass responded to a variety of questions from the Board. Commissioner Burrage expressed his intent to vote for the grant. Commissioner Oesterreich expressed his intent to vote against the grant. He expressed support for funding the EDTAP program using county funds.
