October 21, 2013 (Regular Meeting) Page 1795 Chairman Poole MOVED to adopt the FY -2014 Rural Operating Assistance Program Certified Statement. Commissioner Burrage seconded the motion. The MOTION failed with Chairman Poole and Commissioner Burrage voting for and Vice Chairman Measmer and Commissioner Oesterreich voting against. Vice Chairman Measmer expressed agreement with Commissioner Oesterreich's comments. (G -2) County Manager - Restoration of the Memorial Fountain at the Historic Courthouse Jonathan Marshall, Deputy County Manager, reported the Historic Concord Preservation Trust and Cabarrus Chapter of the Daughters of the American Revolution would like to partner with Cabarrus County to restore the Memorial Fountain at the Historic Courthouse. He stated the approximate cost to the County for this proposed project would be $20,000.00 with nearly a 50/50 cost share between organizations. The County would be responsible for all items related to the pool, pumps, filtration, water supply and infrastructure for the fountain. Diane Young, Executive Director of Concord Downtown Development Corporation (CDDC) and Lois Marlow, Cabarrus Black Boys Chapter, Daughters of the American Revolution (DAR) , presented a history of the fountain since its installation in May 1916 at the Historic Courthouse. They also advised a funding mechanism is in place and presented fundraising flyers to the Board. Vice Chairman Measmer commended the CDDC and DAR for their efforts and requested to be updated on their progress. Vice Chairman Measmer MOVED to approve the County's participation with this project and related budget amendment, and to authorize the County Manager and County Attorney to complete all necessary agreements. Commissioner Burrage seconded the motion. Commissioner Oesterreich advised as discussed at the work session, this agreement is contingent on the CDDC and DAR raising their portion of the funds. Vice Chairman Measmer amended the MOTION to include the contingency. Commissioner Burrage amended his second to the motion and the MOTION unanimously carried. She stated the failure rate for residential inspections has been significantly higher than commercial construction inspections. Chairman Poole reviewed the recommendation by staff, an increase to $100.00 for the first re- inspection and $125.00 for each additional re- inspection. Commissioner Burrage expressed preference for the cost of the first commercial re- inspection fee to be $50.00. A brief discussion ensued regarding language for a motion.
