December 2, 2013 (Work Session) <br />Page 1837 <br />Kelly Kluttz, CCS (Cabarrus County Schools) Chief Financial Officer, <br />presented the following information relating to a reallocation request for <br />QSCB (Qualified School Construction Bonds) projects: <br />Cabarrus County Schools (CCS) Finance staff are requesting QSCB <br />(Qualified School Construction Bonds) reallocations, outlined in <br />the enclosed memo and related budget amendment request totaling <br />$13,835.00. There is $13,835.00 remaining in the Central Cabarrus <br />Window /Door project ($8,501.00) and the Breaker Panel project <br />($5,334.00). The reallocation requested will be for the Mt. <br />Pleasant High School Boiler project ($10,892.00) and the Northwest <br />Cabarrus High School Gymnasium ($2,943.00) project. <br />Ms. Kluttz also responded to questions from the Board. Lynn Shue, <br />Cabarrus County Board of Education Chair; David Burnett, Assistant Director of <br />CCS Facilities Management; and Jason Van Heukelum, Assistant Superintendent of <br />Curriculum and Instruction, were also in attendance. <br />Planning and Development - Soil and Water Conservation District - <br />Authorization to Submit a Grant Application to the N.C. Foundation for Soil <br />and Water Conservation <br />Dennis Testerman, Senior Resource Conservation Specialist, requested <br />approval to submit an application to the NC Foundation for Soil and Water <br />Conservation for an Outdoor Education Learning Center grant. This grant would <br />provide funding for scientific monitoring equipment to be used with the <br />District's emerging Conservation Field School at Clark Creek. He and Vicki <br />Porter, Vice Chairman, Soil and Water Conservation District Board of <br />Supervisors, also responded to questions from the Board. <br />Planning and Development - Soil and Water Conservation District - <br />Authorization to Submit an Application for State Matching ends to Purchase <br />Agricultural Conservation Easement <br />Dennis Testerman, Senior Resource Conservation Specialist, presented the <br />following information relating to a request for authorization to submit an <br />application for state matching funds to purchase an agricultural conservation <br />easement: <br />In 2012, the Conservation District Board submitted a grant <br />application to the N. C. Department of Agriculture and Consumer <br />Sciences Agricultural Development and Farmland Preservation Trust <br />Fund in the amount cf $44,400.00 for the purchase of a permanent <br />agricultural conservation easement on 35.52 acres of farmland <br />owned by Michael Barrier. After that grant application was denied <br />earlier this year, the Trust Fund made the decision to invite <br />applicants to resubmit. The District intends to apply for federal <br />matching funds from the Farm and Ranchland Protection Program, a <br />federal Farm Bill program administered by the Natural Resources <br />Conservation Service in the U.S. Department of Agriculture. The <br />county match on this application is limited to an in -kind match. <br />A budget amendment will be submitted at a later date if the grant <br />funds are awarded. <br />Farmland preservation supports goals of both the Board of <br />Commissioners and the Conservation District board by improving the <br />quality of life for County citizens. Permanently protecting <br />farmland ensures the land base necessary for the County's <br />agricultural economy while simultaneously keeping the tax burden <br />low by maximizing land acreage where the cost of County services <br />is lower. <br />Mr. Barrier was also in attendance. <br />Salisbury-Rowan Community Action Agency, Inc. - Presentation of FY14 -15 <br />Application for Funding <br />Chairman Poole advised the only action relating to this item is the <br />Board's acknowledgement of receiving the report. Agency representatives were <br />not present and the item was placed on the December 16, 2013 meeting Agenda as <br />a New Business item. <br />Active Living and Parks - 2014 Fees and Charges Policy <br />Londa Strong, Active Living and Parks Director, presented proposed <br />updates to the 2014 Fees and Charges Policy.
