December 2, 2013 (Work Session) <br />Page 1838 <br />Living and Parks Commission and Senior Centers Advisory Council approved the <br />changes to be recommended to the Board of Commissioners for adoption. She <br />also responded to questions from the Board. <br />EMS - Approval of Ambulance Piggyback Bid Purchase <br />Alan Thompson, EMS (Emergency Medical Services) Director, presented the <br />following information related to a request for approval of an Ambulance <br />Piggyback Bid Purchase: <br />EMS is requesting the approval of the purchase of three (3) New <br />McCoy Miller Type III ambulances by piggybacking a bid which was <br />awarded by Alger County, MI on September 9, 2013. The total <br />purchase cost is $424,893.00, including taxes and tags. By <br />purchasing these units now, instead of next year, the County may <br />realize a minimum of $7,000.00 - $11,000.00 in savings per unit. <br />This is based on the New NFPA 1911 Ambulance Standards, which may <br />replace the KKK Standards that have been in place since the <br />1970's. The new ambulances will replace ones that have outlived <br />their usefulness and will comply with the County's vehicle <br />replacement policy. The replacement of these units was included <br />in the adopted FY2013 -14 budget. <br />Mr. Thompson and James Lentz, Assistant EMS Director, responded to <br />questions from the Board. Issues addressed included safety and liability <br />concerns. <br />ITS - Interlocal Agreement to Provide Accela Automation Software Hostina and <br />Licensing to the City of Concord <br />Deborah Brannan, ITS (Information Technology Services) Director, <br />presented the following information relating to a request for an Interlocal <br />Agreement to provide Accela automation software hosting and licensing to the <br />City of Concord: <br />Cabarrus County has been using Accela since 2008, and began work <br />on a joint City- County project in 2013 which will allow the City <br />of Concord to share the Accela Automation software. The City, in <br />conjunction with the County, has completed a Scope of Work leading <br />to a contract proposal from Accela to implement the software <br />solution for the City utilizing the County's existing computer <br />infrastructure. As part of the proposal, Accela requires the <br />establishment of an intergovernmental agreement between the City <br />and the County. This agreement will allow Accela to amend their <br />service agreement with the County, naming Concord as a third -party <br />beneficiary to use the Accela Automation software within Concord's <br />geographical and political boundaries. <br />Richard Koch, County Attorney, advised there will be two agreements. <br />The first agreement will be the Interlocal Agreement with the City of Concord. <br />The second agreement will be an amendment to the existing agreement between <br />Cabarrus County and Accela, to allow the county to share the Accela Automation <br />software with the City of Concord. <br />A discussion ensued. During discussion, Mike Downs, County Manager; <br />Jonathan Marshall, Deputy County Manager and Ms. Brannan responded to <br />questions and described benefits of utilizing the Accela software. <br />ITS - Child Protective Services Mobile Solution Request <br />Todd Shanley, ITS (Information Technology Services) Manager and Derrick <br />Heath, DHS (Department of human Services) Child Protective Services Social <br />Worker Program Manager, presented the following information relating to a <br />request for a Child Protective Services Mobile Solution: <br />Compass® Copilot is a mobile application that puts the <br />functionality of Compass Pilot on a tablet computer. Social <br />workers in the field use Compass CoPilot to access all case and <br />client information, forms, documents, tasks and appointment <br />information, just as they would in the office. This technology <br />ensures social workers are never without the files and information <br />they need while they're in the field. During client visits, <br />social workers can use Compass CoPilot to record interviews, take <br />photos, and document and notate their findings in the files. Being <br />able to accomplish all of this with a tablet makes gathering the <br />information less intrusive, helping put clients at ease and <br />
