13) Billing for services is the responsibility of the franchised non-emergency provider. Fees charged <br /> for services may not exceed rates approved by the Cabarrus County Board of Commissioners. <br /> a. Current fee structure for FY 16 is approved as noted: <br /> b. BLS Non-emergency - $350 <br /> c. BLS Emergency - $515.97 <br /> d. Mileage: $10.91 <br /> Detail <br /> The franchised non-emergency provider is required to meet the following conditions and provide the <br /> services below: <br /> 1) Timely response to non-emergency transportation requests. <br /> 2) Facilitate scheduling of non-emergency transportation requests <br /> 3) Provide coverage 24 hours daily and 7 days weekly to include holiday and weekends. <br /> 4) Provide transportation of patients meeting requirements for non-emergency stretcher services. <br /> Optionally,the franchised non-emergency provider may offer wheel chair and ambulatory <br /> transports as a component of their service for patients with medical needs who do not meet <br /> requirements for non-emergency stretcher transports. <br /> 5) Provide transportation of deceased patients to local morgue.The Cabarrus EMS Supervisor may <br /> exercise discretion for consideration of provider utilization when special circumstances exist. <br /> 6) Provide for the delivery of professional,prompt, and courteous service. <br /> 7) Provide basic life support transport units if available in the event of a major incident requiring <br /> mutual aid. <br /> 8) The Cabarrus County EMS System Medical Director has full authority over all pre-hospital <br /> medical operations in Caban-us County;however,the non-emergency provider will be required to <br /> provide and function under the oversight of the non-emergency provider's designated medical <br /> director. <br /> 9) The non-emergency transportation provider agrees to work within the system plan of Caban-us <br /> County. Cabanus County EMS will maintain influence over quality and level of service. <br /> 10) The franchised non-emergency provider's records, operations, and activities shall be subject to <br /> review by the County's emergency medical service system for the purpose of compliance and <br /> quality in accordance with Article 82 of the Cabarrus County Code of Ordinances. <br /> 11) Franchised non-emergency providers may only engage in the provision of non-emergency <br /> services unless requested in a mutual aid capacity. <br /> 12) In the event a franchised non-emergency provider is confronted with an emergency patient on the <br /> scene or during transport,the technician should contact the County communications center <br /> requesting paramedic response and provide basic life support care until arrival_of the advanced <br /> life support provider unless directed to continue transport. <br /> 13) Franchised non-emergency providers must meet NC Office of EMS training requirements and <br /> comply with the NC Office of EMS approved patient care protocols and guidelines for Caban-us <br /> County.Additionally,employees of the provider must complete an approved emergency vehicle <br /> operations course. <br /> 14) Franchised non-emergency providers will be permitted to participate in the Cabarrus EMS <br /> educational program. <br /> Attachment number 2\n <br /> E-1 Page 61 <br />
