North Carolina Department of Transportation-Right of Way Unit Preamble <br /> A. Objective of Appraisal and Purpose of Report <br /> The objective of this appraisal is to estimate the subject property's market value. The <br /> report purpose is to present data and analyses which support the opinion of value. <br /> B. Definition of Market Value <br /> As defined in The Appraisal of Real Estate, 12th Edition, "MARKET VALUE is the <br /> most probable price, as of a specified date, in cash or in terms equivalent to cash, or <br /> in other precisely revealed terms, for which the specified property rights should sell <br /> after reasonable exposure in a competitive market under all conditions requisite to a <br /> "Fair Sale",with the Buyer and Seller each acting prudently, knowledgeable, and for <br /> self-interest, and assuming that neither is under undue stimuli." <br /> C. Scope of Appraisal <br /> The scope of this appraisal involves an inspection of the subject property and general area, <br /> research into the market for sales and other comparable information, analysis of the <br /> findings,and a report of the findings in a narrative format. <br /> D. Hazardous Material Statement <br /> Unless otherwise stated in this report, the existence of hazardous material and/or <br /> contamination which may or may not be present on the property was not observed by the <br /> appraiser. The appraiser has no knowledge of the existence of such materials on or in the <br /> property. The appraiser,however, is not qualified to detect such substances. The presence <br /> of substances such as asbestos, urea-formaldehyde foam insulation or other potentially <br /> hazardous materials may affect the property value. The value estimate is predicated on the <br /> assumption that there is no such material on or in the property that would cause a loss in <br /> value. No responsibility is assumed for any such conditions, or for any expertise or <br /> engineering knowledge required to discover them. The client/property owner is urged to <br /> retain an expert in this field, if desired. That is, the subject property is appraised "as <br /> clean". <br /> E. Americans with Disabilities Act <br /> The appraiser has not made a specific compliance survey and analysis of the subject parcel <br /> to determine whether or not it is in conformity with the various detailed requirements of <br /> the American with Disabilities Act ("ADA"). It is possible that a compliance survey of <br /> the property together with a detailed analysis of the requirements of the ADA could reveal <br /> that the subject parcel is not in compliance with one or more of the requirements of the <br /> Act. If so, this fact could have a negative affect upon the value of the property. Since the <br /> appraiser has no direct evidence relating to this issue, the appraiser did not consider <br /> possible non-compliance with the requirements of ADA in estimating the subject value. <br /> Residue: R-2246B 076 6 <br /> Attachment number 2\n <br /> G-6 Page 262 <br />
