S Cot,,�� <br /> q4 1792 1- <br /> j Human Resources Department <br /> MEMORANDUM <br /> To: Board of Commissioners <br /> Mike Downs, County Manager <br /> From: Lundee Covington, HR Director <br /> Johanna Ray, Health & Wellness Manager <br /> cc: Pam Dubois, Senior Deputy County Manager <br /> Date: April 24, 2017 <br /> Subject: Health Reimbursement Account for 7/1/17 <br /> This memo is to provide clarification of an additional spending account change post Board <br /> presentation approval. <br /> New Hires who begin May 15, 2017 and after are only eligible for the Consumer Driven Plan <br /> (CDP) offered by Cabarrus County Government for health insurance coverage. There are some <br /> new hires who will be ineligible to open a Health Savings Account (HSA) based on factors <br /> identified below. We plan to offer those individuals a Health Reimbursement Account (HRA) at <br /> the same funding level as the HSA. These are the only situations we will offer HRA for FY2018 <br /> and thereafter. <br /> • VA Benefits: An individual is not eligible to make HSA contributions, if the individual has <br /> received medical benefits from the VA at any time during the previous three months. <br /> • Medicare: An individual who is enrolled in Medicare may not contribute to an HSA. <br /> • Tri-Care: Coverage options under TRICARE do not meet the minimum annual <br /> deductible requirements for an HDHP. Thus, an individual covered under TRICARE is <br /> not an eligible individual and may not contribute to an HSA. <br /> The Health Reimbursement Account HRA will follow the IRS regulations and will be <br /> administered through Gilsbar. The money may be used for any qualified medical, pharmacy, <br /> dental and vision expenses and the amount deposited into the account will follow the same <br /> guidelines as the deposits for the Health Savings Account (pro-rated based on the effective <br /> date). The HRA money will be allowed to roll over year to year as per IRS regulations. Also, this <br /> is not a portable benefit for those leaving the County. <br /> 65 Church Street SE (28025) • P.O.
