Morris, Chairman and <br /> Members of the Cabarrus County Board of Commissioners <br /> FROM: John A.Anzivino <br /> DATE: April 24, 2017 <br /> SUBJECT: Summary of Cabarrus County Compensation Study Recommendations <br /> Background <br /> Cabarrus County, North Carolina retained Springsted Incorporated to conduct a Compensation Study of <br /> key County positions in December 2015 with the intent being to review the County's work force on a <br /> continuing basis with approximately one-third (1/3) of the County's positions reviewed annually. The <br /> first review of positions discussed with the Board of Commissioners in May 2016, for implementation in <br /> Fiscal Year 2016/2017 focused on key staff in sixteen (16) County departments ranging from Board <br /> related staff to Planning and Development to Human Resources to Active Living and Parks. Positions <br /> reviewed for possible adjustment in Fiscal Year 2017/2018 have focused on positions which cross a broad <br /> range of departments(primarily administrative support positions),Economic Development,Infrastructure, <br /> and Asset Management (LAM), Human Services and miscellaneous positions with similarities to those <br /> included in this year's study. <br /> Completion of this study again reflects a significant effort by County staff to supply policies and human <br /> resources data during a busy period. <br /> The County identified major objectives for this study,which included: <br /> • Evaluation of the competitiveness of the County's salaries for key positions compared to external <br /> market value. <br /> • Development of and/or revision to class descriptions in accordance with each employee's job <br /> responsibilities and current Federal and State law. <br /> • Evaluation of the internal ranking of current positions,based on job responsibilities and salaries. <br /> • Integration of newly obtained data into the County's current salary schedule. <br /> • Ensuring all positions are assigned to the appropriate salary grade for each employee group <br /> scale. <br /> Study Methodology <br /> Springsted Incorporated used the following methodology in reviewing the compensation program for <br /> Cabarrus County: <br /> 1.
