Additionally, my Assistant Director
attended the public meeting. We also completed the impact statement in 2013 when requested. I have provided some
attachments that may be of benefit.
We are not opposed to the actual project but we are opposed to the timing. The simultaneous closures of Brantley Road
and Center Grove Road will result in a tremendous impact related to emergency medical services response. Our
concerns from an EMS perspective are related to response delays potentially impacting patient outcomes of trauma and
medical events as a direct result of the simultaneous closures. The Brantley Road bridge is currently out (and has been
for some years now). The Brantley Road closure and delays now associated with travel on 1-85 have reduced our primary
travel routes for the areas northeast of 1-85 to those of Center Grove Road and Lane Street. Our units have been
instructed to stay off the interstate unless the call is actually on the interstate. Most often, Center Grove Road is the
primary response route. If the closure of Center Grove occurs simultaneously with the Brantley closure; then our units
coming from Kannapolis will be required to travel the length of Lane Street to Old Concord Salisbury Road and our units
coming from the Concord area near exit 58 will be required to travel Branchview Drive to Old Concord Salisbury
Road...both are significant delays. Time is critical when dealing with patients experiencing trauma or medical
emergencies...seconds count. We strive to maintain an average response time of eight minutes or less based on national
standards. Anything impacting response time has detrimental effects on patient populations. Brain death can occur in six
minutes with severe respiratory compromise. The area is served by basic life support first responder agencies(Mt.
2
G-8 Page 267
