September 21, 2016 <br />Pam and Jonathan, <br />Architect Design Contract <br />The Cabarrus County School Board voted last Monday night to award the Architectural Design Contract <br />to LS3P pending funding from the County Commissioners. The Board selected LS3P Associates (LS3P) for <br />the project at the August 8, 2016 business meeting. Staff has negotiated a contract with LS3P and <br />believes the fee amount to be fair and reasonable. The base fee is 5.3% of the construction budget, or <br />$2,915,000. Additionally, a $15,000 reimbursables allowance, a $16,000 Traffic Impact Analysis <br />allowance, a $30,000 allowance for off -site design work for the road improvements and signal design for <br />Weddington Road (at the site) along with the circulation improvements for Weddington Hills <br />Elementary /Winkler Middle and a $40,000 allowance should the project be required to widen <br />Weddington Road to George Liles Blvd. are included in the contract. The total fee, to include the <br />allowances comes to $3,016,000. The contract is broken into several different payment phases which <br />we believe will translate to a scheduled payment limit of approximately $250,000 for design services and <br />$16,000 for a Traffic Impact Analysis to be paid by February, 2017; the balance of the design fee to be <br />paid in monthly draws by about June, 2017, and the construction administration phase will run to the <br />end of the project. We are requesting that the County Commission consider utilizing the contingency <br />funds for the Odell Elementary School Project to fund the first phase of this project. <br />Odell 3 -5 Contingency - Held at County 344,917 <br />New High School - Architecture 344,917 <br />Funds held in contingency for Odell 3 -5 will not be needed on the Odell project. Funds can be <br />transferred to new high school per internal conversations among county and schools. <br />Phase 1 250,000 <br />Traffic Impact Analysis Weddington Road 16,000 <br />Expanded TIA if required to include George Lyles Parkway 40,000 <br />306,000 <br />If you could please add this as an Agenda Item for your October 3, 2016 work session, we would <br />appreciate it.
