CABARRUS COUNTY <br />A <br />* <br />REGULAR MEETING <br />OCTOBER 17, 2016 <br />1 <br />AGENDA CATEGORY: <br />Consent Agenda <br />SUBJECT: <br />Emergency Management - Homeland Security Pass - Through Grant <br />Award <br />BRIEF SUMMARY: <br />The Homeland Security Grant Program is a federal program that provides <br />funding to local jurisdictions through NC Emergency Management <br />(NCEM). These grants are distributed on a regional basis through the <br />NCEM Domestic Preparedness Regional Committee (DPR) program. <br />Local jurisdictions receive grant purchased items from this program. Local <br />jurisdictions rotate as "host" counties to manage the awarded funds and <br />transfer equipment to the receiving agency. Cabarrus County has <br />received several items for preparedness from this program. This grant <br />cycle Cabarrus County is serving as a "host" county. <br />The region is receiving a grant to purchase a pickup truck that will be <br />transferred to the regional healthcare coalition based out of Carolinas <br />Healthcare System. Cabarrus County EM, EMS, Health Alliance and <br />CHS -NE are all members of this coalition. The truck will be used for <br />moving trailer -based medical and shelter assets throughout the region <br />and state during an emergency. <br />REQUESTED ACTION: <br />Motion to approve acceptance of the grant award and authorize the <br />related budget amendment. <br />Motion to authorize transfer of the purchased equipment from Cabarrus <br />County to the Metrolina Healthcare Preparedness Coalition by direct title if <br />allowed by local procedures. <br />F -4 Page 61 <br />
