County Manager <br /> Cabarrus County <br /> Re: Change order for Rock Removal at Royal Oaks Elementary <br /> Dear Jonathan, <br /> During the site work phase at Royal Oaks Elementary, we encountered mass rock <br /> which was located right under the 4th grade wing of the existing school, but it also was <br /> in an area of the large retaining wall excavation. We have enough in the contract to <br /> cover the total, however it will wipe out most all of the allowances and it is not good to <br /> do that this early in the project. We are recommending using all the site related <br /> allowances for unsuitable soils, trench rock, bulk rock excavation, and borrow to cover <br /> some of the extra costs, but would recommend tapping into the contingency funds to <br /> cover the remaining costs. Here is a description of the change order requests we are <br /> planning on placing on the BOE agenda and wanted to ask if you are in agreement with <br /> the use of contingency for the remainder of the funding required. <br /> ROES Change Order <br /> The general contractor encountered rock while digging footings in the transition area of <br /> the lower building. The rock (1 ,006.4 cubic yards (cy)) was verified and quantified by our <br /> materials testing consultant. The initial cost for its removal was $176,120; however, we <br /> negotiated to a sum of $150,960. The contract sets the unit rate for the removal of mass <br /> rock and incorporated an allowance at $15,000. Additional site work related allowances <br /> include Unsuitable Soil (Bulk) at $11 ,000, Offsite Borrow at $13,500, Unsuitable Soil <br /> (Trench) at $6,600 and Trench Rock at $17,500. Staff recommends utilizing each of <br /> these allowances to reduce the change order amount by $63,600. Therefore, the <br /> change order amount is $87,360. The approval of this change order will be subject to <br /> the county's approval for the use of county held contingency funds in the amount of <br /> $87,360. <br /> Thank you, <br /> G.
