ADDITION <br /> CABARRUS COUNTY <br /> 1792 <br /> - BOARD OF COMMISSIONERS <br /> C REGULAR MEETING <br /> DECEMBER 19, 2016 <br /> 6:30 P.M. <br /> AGENDA CATEGORY: <br /> New Business <br /> SUBJECT: <br /> Planning and Development - Soil and Water Conservation - Porter <br /> Easement 2 <br /> BRIEF SUMMARY: <br /> Soil and Water staff has been working for some time on closing a <br /> conservation easement on the Porter Farms property. The proposed <br /> easement has federal and state funding in the project which creates a <br /> complicated process. Last week it was brought to staff's attention that the <br /> most recent property appraisal came in 19% higher than expected. This <br /> created the need for additional federal review and more match. There is a <br /> federal requirement that there be 25% cash match in the project. As it <br /> stands with the higher appraised value, the current cash match is 22%. <br /> No additional state funds are available. Therefore, Cabarrus SWCD <br /> requests to use $36,887.50 in unallocated funds to meet this <br /> requirement. Policy stipulates that the federal funds cannot be used <br /> without a 25% match. Therefore, the property owners would lose <br /> $530,000.00 in federal funding for this easement. If Cabarrus County <br /> funds the additional match, the state has agreed to do an extension of the <br /> contract to March 31 , 2017 to complete the closing. The Soil and Water <br /> Board voted to fund the project and requested that this item be added to <br /> the December meeting in order to make the December 31 , 2016 deadline <br /> for a contract extension. <br /> REQUESTED ACTION: <br /> Motion to approve revised contract. <br /> EXPECTED LENGTH OF PRESENTATION: <br /> G-4 Page 166 <br />
