1792 <br /> A RESOLUTION SUPPORTING HOUSE BILLS 12 AND 13 <br /> WHEREAS,Representatives Johnson, Horn, Elmore and Blackwell have filed and <br /> sponsored House Bill 12 (HB12) titled "AN ACT TO PROVIDE ADDITIONAL <br /> FLEXIBILITY TO LOCAL BOARDS OF EDUCATION IN ADOPTION SCHOOL <br /> OPENING DATES," and House Bill 13 (HB13) titled "AN ACT TO MODIFY THE <br /> MAXIMUM AVERAGE CLASS SIZE REQUIREMENTS AND INDIVIDUAL <br /> CLASS SIZE REQUIREMENTS FOR KINDERGARTEN THROUGH THIRD <br /> GRADE"; and <br /> WHEREAS, HB12 states that local boards of education may schedule their school <br /> opening date to coincide with the opening date of the community college serving <br /> the school district; and <br /> WHEREAS, Cabarrus County Schools and Kannapolis City Schools have both <br /> expressed in writing a desire to align their schedules with that of Rowan-Cabarrus <br /> Community College in order to make it less complicated for high school students <br /> to take classes at the community college and earn college credits while in high <br /> school; and <br /> WHEREAS, HB13 seeks to provide more flexibility regarding class size <br /> restrictions; and <br /> WHEREAS, Cabarrus County Schools and Kannapolis City Schools have both <br /> expressed in writing the financial impacts should HB13 fail; and <br /> WHEREAS,Should HB13 fail to pass,the financial impacts on both school districts <br /> would necessitate the addition of mobile units, infrastructure and teachers at a <br /> considerable local cost. <br /> G-6 Page 230 <br />
