I. Introduction <br /> The Work First program also known as Temporary Assistance for Needy Families (TANF) <br /> offers a monthly cash payment to families that meet the qualifications and income guidelines of <br /> the program. The basis of the Work First program is that all parents have a responsibility to <br /> support themselves and their children. The Work First program offers supportive services to <br /> families to help them become employed and self-sufficient. Supportive services offered through <br /> the program are daycare subsidy, transportation, and employment training. The ultimate goal of <br /> the Work First program is to help move clients to independence and self-sufficiency through <br /> supportive services and training. <br /> II. Outcomes and Goals for the County <br /> A. Statewide Work First Goals <br /> 1. Employment <br /> 2. Decrease Welfare Dependency <br /> 3. Meeting Federal Participation Rates (All Family 50% &Two-Parent 90%) <br /> 4. Providing Employment Services <br /> 5. Job Retention <br /> 6. Staying off Welfare <br /> The methods for achieving the above goals are described in Section III below. <br /> B. County Developed Outcome Goals <br /> 1. Prevention of Welfare Dependency: It will continue to be the goal of Cabarrus <br /> County DHS to provide necessary services when feasible to prevent welfare <br /> dependency. Efforts will continue to be made to strengthen and effectively use <br /> short-term assistance programs to decrease or prevent an application for ongoing <br /> cash assistance. <br /> 2. Independence from Subsidized Transportation: Due to a lack of transportation <br /> funding and the great need for assistance, Cabarrus County DHS will closely <br /> work with all Work First recipients to secure the most effective use of <br /> transportation for them. This will be for the joint purpose of promoting self- <br /> sufficiency by encouraging them to take the initiative to make individual <br /> arrangements for their ongoing transportation as quickly as possible after they are <br /> employed. The other purpose will be to preserve funds for other participants who <br /> might need this assistance during the year. Close cooperation with Cabarrus <br /> County Transport Service (CCTS), the county human service transportation <br /> provider will be maintained, as well as encouraging and coordinating <br /> transportation through C-K Rider, the public transit system and Cabarrus County <br /> taxi services. <br /> Page 3 1 19 <br /> Attachment number 1 \n <br /> F-7 Page 76 <br />
