III. Plans to Achieve Outcomes and Goals <br /> A. Activities <br /> 1. Unsubsidized Employment <br /> a. Description: The emphasis on employment for Work First recipients, with <br /> unsubsidized being the primary emphasis, will be the first priority of business <br /> for Cabarrus County. This will involve a wide span of services provided by <br /> both Family Support Specialist staff and NC Works Career Center staff to <br /> help get recipients, and potential recipients, employed. <br /> b. Provision: DHS and NC Works Career Center will be the primary agencies <br /> working to get recipients employed. It will involve both direct recipient <br /> focused services, as well as employer-focused services. These will be <br /> provided at both DHS and the Cabarrus County NC Works Career Center. <br /> c. Contribution to meeting of goals: The unsubsidized employment emphasis <br /> will have a great impact on meeting several State and Local Work First goals. <br /> These include: <br /> • Employment <br /> • Decrease Welfare Dependency <br /> • Meeting Federal Participation Rates <br /> • Providing employment services <br /> • Job Retention <br /> 2. Subsidized Employment <br /> a. Description: Subsidized employment will be the next most desirable activity <br /> that Work First employment services recipients will be directed toward. In <br /> Cabarrus County, Wage Supplementation (Grant Diversion) will be utilized, <br /> where the cash amount of the Work First Cash Assistance will be frozen and <br /> diverted to supplement a wage paid to a recipient. This will last no longer <br /> than 12 months. <br /> b. Provision: Services will be provided primarily by DHS in order to develop <br /> and enroll Work First recipients into wage supplementation. . <br /> c. Contribution to meeting of goals: The subsidized employment emphasis <br /> will have an impact on meeting several state and local Work First goals, and <br /> will include: <br /> • Employment <br /> • Meeting Federal Participation Rates <br /> • Providing employment services <br /> • Job Retention <br /> 3. Job Search <br /> a. Description: Job Search is an activity that begins the day the potential Work <br /> First recipient comes to DHS. Once the individual is a recipient, Job Search is <br /> pursued to ensure that work is sought diligently.
