• Unlicensed in home daycare fees/unlicensed daycare fees <br /> • Cable <br /> • Cell Phones/Home Phones <br /> Extension of Work Over Welfare (WOW) Waivers <br /> In Cabarrus County's continuing efforts to serve Work First recipients with the best and <br /> most comprehensive services available to help them escape welfare dependency, the NC <br /> General Assembly renewed and allowed us to update some sections of our highly <br /> successful Work Over Welfare (WOW) program. The Generally Assembly also <br /> reauthorized this law with no expiration date. The most significant change was the <br /> provision of services to children in `child only cases' by allowing us to use federal funds <br /> for Work First Cash Assistance and transfer these funds from the TANF Block Grant to <br /> the Social Services Block Grant to pay for home studies, attorney fees, and other <br /> adoption expenses, as well as provide an ongoing cash payment for the adoptive family, <br /> similar to cash payments received through Adoption Assistance. This will provide for <br /> children who are living with relatives to be able to be adopted into a more stable living <br /> situation. <br /> XVIL Certification <br /> The Cabarrus County Board of Commissioners approved the Cabarrus County Work First <br /> Block Grant Plan on December 19, 2016. <br /> Stephen M.
