M <br />North Carolina provides a fund to pay a specialized agency's fees to recruit, train, <br />provide supervisory services in out of state placements to enhance adoption <br />opportunities for children. The Adoption and Safe Families Act of 1997 clearly prohibits <br />States from denying or delaying the placement of a child for adoption when an <br />approved family is available outside of the jurisdiction with responsibility for handling <br />the case of a child. Requests for assistance can be made after negotiating the service <br />fee by contacting the Special Needs Adoption Coordinator of the NC Division of Social <br />Services. <br />THE PREPLACEMENT ASSESSMENT <br />❑ Adoptive applicants can be single or married and must be at least 18 years of age; if under <br />the age of 18, the individual must be married or emancipated under applicable state law. <br />❑ The Preplacement Assessment is based upon at least one interview in the home with each <br />individual being assessed. <br />❑ There are no income requirements for adoption, although property, income and financial <br />information are to be provided as part of the Preplacement Assessment. <br />❑ Age, race, ethnicity, religious preference, marital /family status and history, physical and <br />mental health, educational /vocational /skills, reasons seeking adoption /non- identifying <br />description of any child located for adoption and criminal history information are all required in <br />the Preplacement Assessment. <br />❑ The individual(s) must also address any previous requests and subsequent outcome of a <br />Preplacement Assessment, as well as information whether they have been a respondent in <br />domestic violence proceedings or child abuse, neglect, dependency or delinquency proceedings <br />involving a minor child. <br />❑ Any other fact or circumstance relevant to the individual's suitability to be an adoptive <br />parent must also be addressed. <br />❑ The Preplacement Assessment shall be prepared and typed and presented to the adoptive <br />applicants for review; relevant agency policies and procedures shall be shared with each <br />prospective adoptive applicant. <br />❑ The Preplacement Assessment must be current with 18 months prior to the placement date <br />as approved by Adoption Committee. <br />❑ Physical examinations of the prospective family members must be current within one year <br />of the date of placement <br />❑ The Preplacement Assessment must have the results of the State and Federal Criminal <br />Records checks as outlined in NCGS 48 -3 -309 prior to approval of the content by the Placement <br />or Community -Based Services Supervisor. <br />❑ Preplacement Assessments completed by Cabarrus County DHS staff or contract workers <br />must be approved by Adoption Committee (see page 8 for a detailed description of the <br />Committee's roles and responsibilities). <br />1303 S.
